One new idea was raised that needs more visibility: Attic red-banner on retired projects' website gives great community visibility after a move to the Attic but it's too late. It would be useful to provide such banner *before* the move, when project is looking for more community involvement to avoid going to the Attic. We still need to detail how this service would be proposed to TLP projects: if any project is interested, please ping us.

We worked on finishing the retirement process for projects moved to the Attic in 2019 and 2020, a big backlog from 2 years. When checking done vs todo in detail for every project, most of the user-visible steps had been done on time immediately when retirement started (ie adding the "retired" banner to the site, updating committee-info.txt, foundation site, ...): the only missing step was to officially announce retirement on announce mailing-list. Then we did a batch of announces to close the whole backlog. There is a technical discussion happening with infra on how to manage Git repositories of projects moved to the Attic on GitHub and GitBox: - rename to attic-*.git (to mark Attic-PMC management) - or keep as-is (to let community find resources at the usual place)? More than a pure technical discussion, it's about user experience from communities of a retired project. Some work just started on writing or linking to an article on "How to keep your project and community healthy"/"How to avoid moving to the Attic". ## Community Health: Retirement work is mostly done by 1 PMC member (who wrote a maximum automation), and announces are done by PMC Chair. Other PMC members are active in the discussions. On next retirements, we'll need to check that retirement process (as documented and automated) can be understood and run by multiple PMC members, to ensure our current good situation is sustainable over time and people.

@Roman: Help the Attic resolve action plan for XMLBeans that was under the care of the Attic but is now being managed by the Poi PMC. If necessary, draft new Attic resolution for XMLBeans for next month.
## Description: PMC Attic is responsible for the oversight of projects which otherwise would not have oversight. ## Issues: No public issues ## Activity: In may 2018, PMC Poi showed an interest in reviving the code of (atticked) project XMLBeans. This triggered a long, confused, complicated discussion involving PMC's Attic and Poi, and (finally) Board. The whole thing started with the (premature, unauthorised) unfreezing of the (canonical) XMLBeans code base by infra, on PMC Poi's request. Sofar, no project has ever moved from the Attic to an existing, established PMC, so there was no cookbook. For guidance, Attic is inclined to take a formal approach : to look at ASF bylaws and offical policies. Note that atticking a project involves a lot of dumb handwork, which Attic wants to avoid and automate ; hence the formal approach. The Attic-internal discussion was confusing because in speech and (formal) documents, terms like PMC, Project, sub-project and TLP are almost used interchangably. In discussions with Poi, Board and infra, Attic's formal approach was generally met with a "get out of the way", "JFDI" attitude. Quick and dirty, ad-hoc solutions are ok ; introducing exceptions isn't a "problem". A quiet quarter - one ticket on helping the WS/Axis TLP retire three of their subprojects is all the activity that has been required of the Attic. Henk Penning joined the Attic PMC in July 2014.
Since our last report (two months ago) our process for moving projects into the Attic has been streamlined and ESME, XMLBeans, stdcxx, and Click have all finished the process of moving into the Attic. There has been an increase in activity at the Attic with WS-MUSE being retired, and ESME, XMLBeans and stdcxx all being partially moved to the Attic. Retiring the XML project has been identified as still having items to complete. The process of moving projects to the Attic has been simplified by splitting into two stages - retiring the project publicly, and freeing up infrastructure resources. My hope is that this will decouple the essential parts of moving to the Attic from the clean up. In moving XMLBeans to the Attic, we've noticed that one commit has occurred after the board removed the PMC in July. This commit does not appear to be of concern[1] and SVN has now been made read only for XMLBeans. The project has put a resolution in front of the board to change the chair. Apologies for a late (well, missing) report. We will of course volunteer a new one next month. FYI, though, there have been no changes and no activity on the Attic since the last report, other than a ping from Chris. Silver lining: Henri seems to have some bandwidth again. :)
The Attic is currently experiencing a lack of volunteer time. We have two projects in the pipeline (stdcxx and ESME) who’s archival process looks stuck – and actually even never started for stdcxx. I guess it’s time for the Attic PMC to do an open enrollment and see if we can secure more helping hands. On a somewhat unrelated note, I think the board should actively be aware of the following tidbits, which don’t apply directly to the Attic but may well have impact one way or another: 1. Two projects (XMLBeans and DDLUtils) have theoretically moved to the Attic. However, both archival processes have been stopped as the community decided to try and revive them. Work hasn't been started on the Attic side, waiting to see what happens. XML beans is currently beginning an incubation process. 2. Axis is expected to start moving inactive projects to the Attic. No concrete follow-up yet as of today and we hope that when they do, they come with volunteers ready to help out. 3. A long thread on dev@click.a.o and board@ happened in September, moving quickly from retirement of Click into a general discussion on creating a new category of "finished" projects with no real community but still not attic-worthy. I assume there is no action for the Attic at this point in time, but the thread may well be revived in the near future.

Apologies for missing the report for two months in a row. As the late reports indicate, the Attic is currently operating at a reduced pace and could really use more people helping out. It's not like there is lots of work to do, but it seems volunteers are just not there (nor we are seeing projects heading our way). The latest two Attic additions (XIndice and Harmony) are still open in Jira, though the bulk of work has been done and from a public perspective the projects are archived. I hope I will have some cycles in the upcoming weeks to tidy things up, but the community issue still stands and we could use some help.

This month HiveMind moved to the Attic. The one outstanding action is removal of its unix group, but otherwise it is closed down with a task for the future to evaluate deleting the hivemind-user@ mailing list. Users have indicated the desire to fork HiveMind at the OPS4J open development umbrella. One question that came up during that discussion was noting that the HiveMind software used the older copyright header (in the header rather than the NOTICE), and our decision not to fix that. A JIRA item was used to manage the end of life process [ATTIC-1]. All of this will be documented this month to define a repeatable process, and applied to Shale which voted to enter the Attic last month [this will be on this month's board meeting agenda].

There was a short discussion about the Attic reporting frequency. For the next few months, Attic is on a monthly reporting schedule, as proposed by Henri.

A mail was sent to private@hivemind + private@attic following the HiveMind chair - James Carman's interest in the attic to point out the two directions of either moving into the attic, or being restarted in the Incubator. James was interested in the Incubator direction (to which the need for mentors + champions was pointed out) and Howard as in favour of the attic. I've also been asking on members@ as to Apache's trademark position, partly to understand what the fork of HiveMind would look like.
