## Description

The Apache Axis project is responsible for the creation and maintenance of
software related to the Axis Web Services frameworks and subsidiary
components (both Java and C).

## Issues

There are no issues requiring board attention at this time.

## Membership Data:
Axis was created on 2001-01-19 (23 years ago). It is listed as
established in 2009-12 but really the first Apache commit was in 2001.

There are currently 63 committers and 62 PMC members in this project,
a vote in 2010 made all committers automatically PMC members. One PMC
member resigned.

Community changes, past quarter:
 - Currently 62 PMC/ 63 Committers members.
 - No new committers were added in the last 90 days, last committer added
   was Bill Blough on December 7th 2017 who also was added to the PMC on
   May 9th 2018.

## Project Activity:
Recent releases:
 - Axis 2/Java 1.8.2 was released on July 14, 2022.
 - Axis 2/Rampart 1.7.1 was released on July 30, 2017.

## Project state: Ongoing, with moderate activity

## Health report:

An upcoming Axis2 release is waiting on an Apache Axiom release from the
Apache Web Services project. Several Axis committers are also committers in
the Web Services project. See AXIOM-506. We are preparing all the SSH and GPG
release prerequisites. Both an Axiom and Axis2 release is imminent.

Our sub project Apache Rampart - an implementation of WS-Security standards -
had song unit tests via a community contribution from GitHub PR's.
See RAMPART-449.

Beyond GitHub PR's we continue to get developer interest and we offer a low
bar to be a committer.me long standing expired certificates fixed this past
quarter and the last step is fixing the remaini See AXIS2-6043.

Our continued progress to make Axis2 a contemporary and relevant JSON engine
as demanded by our day jobs is shown this past quarter by improving our
documentation and examples for our new Spring Boot 3 and Wildfly 32 support
that includes jakarta.

Axis2 C PMC member Bill Blough last commit to axis-axis2-c-core was Feb 12
17:06:52 2023.

At least some of our Java committers are looking at our C/C++ support as the
latter shows increasing signs of interest at our day jobs for performance
orientated requirements. We expect commits to axis-axis2-c-core this upcoming
quarter.

## Health report:

Development for the upcoming Axis2 1.8.3 release finally has completed in our
long transition to jakarta and also from httpclient4 to httpclient5 - the
latter took months longer than expected as Axis2 uses the httpclient5 API for
functionality and testing that goes deep into their architecture.

We still have an outstanding OSGI issue that currently is triaged out of the
next Axis2 release because we lack volunteers who use it, while being
difficult to support.

The next preliminary step for an Axis2 release is an Apache Axiom release from
the Apache Web Services project, in which several Axis committers are also
committers in that project. A large amount of work in Axiom to support the
Axis2 move to jakarta recently completed.

A major refactoring has also completed of our sub project Apache Rampart - an
implementation of WS-Security standards - that was required from commits
upgrading OpenSAML from 2.x to 4.3.0, and Apache WS-WSS4J from 1.6 to 3.0.0.

Rampart currently has no active committers that uses it in their own projects.
However, we did receive a very significant set of pull requests from a
contributor, See RAMPART-449.

The schedule for this upcoming quarter is: Rampart release off of Axis2
1.8.2--> Axiom release --> Axis2 1.8.3 --> Rampart release off of Axis2 1.8.3.

We continue to lack committer growth. We had a big contribution to Axis2 this
past quarter - see https://github.com/apache/axis-axis2-java-core/pull/589 .
Rampart as mentioned in RAMPART-449 received help but that individual turned
down a committer role. Another individual reached out to help Axis2 this past
quarter, but never responded after given the 'new committer' link.

Our continued progress to make Axis2 a contemporary and relevant JSON engine
as demanded by our day jobs - some of us moved off of SOAP years ago - is the
best chance Axis has for committer growth going forward.

Development continues in Axis2 Java for the transition to jakarta and also
from httpclient4 to httpclient5 as described in AXIS2-6051. We are about 80%
done.

A major refactoring continues of our sub project Apache Rampart - an
implementation of WS-Security standards - that was required from commits
upgrading OpenSAML from 2.x to 4.3.0, and Apache WS-WSS4J from 1.6 to 3.0.0.

More pull requests were received for Rampart. See RAMPART-449. Challenges for
this project includes no active committers use Rampart in their own projects.

We continue to get interest in our upcoming releases and have asked volunteers
to become committers in AXIS2-6051 and RAMPART-449. One individual reached
out, a vote passed though they never followed thru with an accept reply and
stopped responding to emails.

## Health report:

In this past quarter, committers in the Axis2 project who are also committers
in the Apache Web Services sub project Axiom committed fixes in the latter
project as described in Jira issue AXIOM-506 - a prerequisite to move Axis2
Java off of javax packages and into jakarta.

See AXIS2-6051 for the discussion on the Axis2 side, which resulted in commits
this quarter that changed hundreds of files and with a lot of work passed our
unit tests.

Work continues on the major refactoring of our sub project Apache Rampart - an
implementation of WS-Security standards - that was required from commits
upgrading OpenSAML from 2.x to 4.3.0, and Apache WS-WSS4J from 1.6 to 3.0.0.

Rampart got a huge help this past quarter by a contribution that fixed unit
test problems that were difficult to debug. See RAMPART-449. Challenges for
this project includes no active committers use Rampart on their own projects.

The code contributions of two individuals in RAMPART-449 indicate likely
committer candidates and we are planning invitations.

Releases are planned this upcoming quarter in the order of Apache Axiom,
Apache Axis2, and Apache Rampart. Axis2 will continue to expand its JSON based
features in its next release and in general JSON developers are the best
chance of future growth in the project.

## Health report:

In this past quarter, there was further progress made adapting Apache Axiom
SNAPSHOT release changes as described in Jira issue AXIOM-506 into
Axis2 Java.

Related work this next quarter is expected to culminate in the complete move
of Axis2 off of the old javax packages and into new jakarta packages.

See AXIS2-6051.

Work continues on passing the unit tests after a major refactoring effort
of Apache Rampart - an implementation of WS-Security standards -
that was required from commits upgrading OpenSAML from 2.x to 4.3.0, and
Apache WS-WSS4J from 1.6 to 3.0.0. See RAMPART-449.

There is developer interest in adding OpenAPI support, also known as
Swagger, that may result in commits this next quarter. It is an
example of Axis further moving into contemporary Open Source JSON based
REST frameworks that we expect will attract committers in a way that
legacy SOAP no longer can.

A question was raised about it being five years since our last committer was added.

We made an offer for a committer this past quarter but nothing came of it.

We have a strong candidate that has submitted patches in RAMPART-449. We
plan to make an offer this quarter as we vote for a Rampart release.

Long term, our bet is that Axis can transition into a modern and competitive
REST based JSON framework, as shown by our increasing spring-boot
support and potentially offering OpenAPI integration.

SNAPSHOT release changes into Axis2.

Work has also started on AXIOM-506, a requirement for moving Axis2 off of

## Health report:

Work continues on the upcoming release of our sub-project Rampart, an
implementation of WS-Security standards that are quite old now.

Rampart was last released in 2017. No active committers have maintained the
project much since. However, we did receive a patch fron the community that
renewed interest in development.

As it turns out some important dependencies were not addressed in the patch
and the changes required are enormous - namely upgrading OpenSAML from 2.x
to 4.3.0 and Apache WS-WSS4J from 1.6 to 3.0.0.

We'll have commits in the next few days showing progress. See
RAMPART-449 for the full discussion. We may have a potential committer.

For the upcoming quarter concerning Axis2, we'll be looking for some type
of path forward to culminate the move from javax packages to jakarta.

There is a strong interest for jakarta packages within the Axis community.
See AXIS2-6051. While we tried to get ahead of this in AXIOM-506 a few years
back, that effort is stalled for the moment. Our goal this quarter
is to figure something out.

This past quarter we focused on the upcoming release of our sub-project
Rampart, an implementation of WS-Security standards that are quite old now.

Rampart was last released in 2017.

No active Axis committers appear to be using Rampart in their own projects
so not much was happening. However, the community has been asking for
a release that addresses dependency updates and one individual made a large
patch contribution.

The Axis2 Java git source repo has seen numerous commits this past quarter to
support the development snapshot of Apache Axiom 2.0 - several Axis
committers are also committers for the Apache Web Services project at
ws.apache.org.

out of fashion for several years now. We continue to promote our JSON support
via documentation to reverse the trend.

We currently have a vote open for the next Axis2 Java release, 1.8.1.

Several of the Axis2 PMC are also on the Apache Webservices project PMC, and
Apache Axiom 1.4.0 was released a few weeks ago as a prerequisite for Axis2
Java 1.8.1.

The main features of the Axis2 Java 1.8.1 release are dependency updates,
documentation updates, improved Java 9 module support, improved Java 18
support, lots of bug fixes, and the removal of the last unit test dependencies
of Log4j 1.x.

The Axis project lacks committer growth due to that SOAP and XML have been out
of fashion for several years now. We continue to promote our JSON support via
documentation to reverse the trend and we are seeing more users of this
feature on the mailing list.

Apache Rampart is a Java implementation of several WS-Sec* standards. See
RAMPART-449 for the status and release discussion. We expect Rampart to be
released soon after the next Axis2 release.

## Health report:

Work continues on (AXIS2-5857) Log4j 1.x has reached EOL, which actually
concerns merely a JMS transport unit test dependency of an ancient version of
Apache Qpid from 2012.

We upgraded to Log4j 2.x on the last release (1.8.0) however there are still
some unit test dependencies of Log4j 1.x.

Upgrading Apache Qpid for this test requires quite a bit of refactoring but
it's underway.

We expect to have an imminent Axis2 Java release to get documentation updates,
security updates regarding jar dependencies, and bug fixes to our users.

Apache Rampart is a Java implementation of several WS-Sec* standards. See
RAMPART-449 for the status and release discussion. We expect Rampart to be
released soon after the next Axis2 release.

The Axis project lacks committer growth due to that SOAP and XML have been out

Axis2 Java released 1.8.0 this past August, and a follow up release is planned

Rampart is also scheduled for a release next quarter, so those users can
upgrade to the latest Axis2 version. See RAMPART-449 for the status and

The Axis project lacks committer growth due to that SOAP and XML have been
out of fashion for several years now. We continue to promote our JSON support
to reverse the trend, which mirrors what is rapidly growing in our day jobs.

Axis2 Java has released 1.8.0. The main features are up to date
dependencies and a transition of the projects future to be more JSON
focused instead of SOAP.

The project lacks committer growth due to that SOAP and XML have been
out of fashion for several years now. The following actions were taken
in the 1.8.0 release to reverse the trend, that mirrors what is
occurring in our day jobs:

The latter issue supplies a complete WAR webapp for a servlet container

Apache Rampart is an Axis project that provides implementations of several
WS-Sec* specifications. In order for Rampart users to upgrade to Axis2 1.8.0,
a Rampart release is required that supports the same

the status and release discussion.

Axis2 C PMC member Bill Blough continues to help users on the mailing list
and he also participates in release votes.

The main focus of the Axis2 Java release is support for the latest JDK's,
modernizing our dependencies, and replacing libraries where necessary for

Concerning JSON, we continue to focus new development in this area as our day
jobs move away from SOAP. We expect to gain committer growth by improving the
support of JSON provided by Axis2.

This was a good quarter for Axis2 as our project's most prolific PMC member by
commits, Andreas Veithen, became more active in the project once again and
helped greatly by settting up GitHub Dependabot and fixed some issues with our
recent dependancy upgrades.

Also fixed this past quarter is JDK 11 compliation support and beyond by
removing some features such as XDoclet that are no longer available in later
JDK's.

The project lacks committer growth because most of our users are using Axis2
for SOAP. We remain hopeful that as JSON and REST become more popular, Axis2
can transistion to that user base.

Concerning JSON, our implementation is based on GSON though the newer
alternative Moshi is likely to be contributed for JSON support since our day
jobs are rapidly moving to Moshi.

We have started a thread on the dev mailing list concerning the outstanding
reamining items that need to be resolved for the next Axis2 release.

Axis2 C PMC member Bill Blough activity includes "working on Axis2 C last
quarter for my employer (mostly rampart related), but I still need to clean up
and merge the changes into the repo. "

As Axis commemorates our 20th year this upcoming quarter since the projects
first commit, we continue to have moderate activity of new and existing users
posting to the mailing lists and creating Jira issues.

Our goal for the next Axis2 java release is JDK 11 compilation, and upgrades
of dependencies. Notable upgrades this past quarter include moving to log4j2,
switching from com.sun.xml.bind to org.glassfish.jaxb, and fixing the
WSDL2Code.sh script for JDK 9 and later.

Documentation improvements this past include our Spring Framework integration
guide. JSON based web services doc improvements are in progress. Both of these
areas are key to growing our community and increasing committer growth.

Axis2 C PMC member Bill Blough continued to make progress this past quarter,
by working on fixes to the Rampart security components.

As Axis approaches our 20th year as an Apache project, this past quarter we
continued to have slow but steady progress by having at least three PMC
members make commits.

Our Axis user lists and Jira activity this past quarter indicates that we
continue to have users.  We typically see them when they are migrating their
legacy applications to newer servers and dependencies.

The Axis2 Java commits this past quarter included upgrades of many of our
dependenices, as requested by Jira issue AXIS2-5984. We continue to make
commits related to supporting JDK 9 and later.  Our goal for the next release
is JDK 11 compilation, including reworking the custom code we have for Javdoc
and XDoclet.

For Axis2 java, most of our users are using legacy SOAP so we are lacking
committer growth.  The plan to attract new users is by better highlighting our
Axis2 JSON and Rest support in the upcoming release that we expect by the end
of the year. We expect that some planned Spring Boot docs will also bring in
new users.

Axis2 C PMC member Bill Blough continued to make good progress this past
quarter, as shown by 14 commits and 4 closed Jira issues.

gain new users.

Time was spent this past quarter on trying to get the nightly builds via
Travis working again - which depend on github syncing with our svn repo but
that stopped working. Discussions about our Github future (with 3+ PMC
members) are currently occurring on java-dev@axis.apache.org.

This past quarter most if not all of the Jira issues created were because of
upgrades to new Axis2 versions and JDK upgrades.

Most of our users are using legacy SOAP services, to attract new committers
work has started on an 'auto configuration module' for spring boot, which
supplies a pom.xml for deps and programmatic initialization of REST based JSON
services if the axis2 jar is detected.

Axis2 C added a new committer, Bill Blough, this past December 2017 and so far
that is helping the project pick up speed. There wwa more progress via commits
and Jira issues this past quarter. Its been a decade since the last release
and while he has no ETA on the next one, the commits and resolved Jira issues
indicate that he is making good progress.

The vast majority of recent mailing list traffic comes in two forms: security
issues found by researchers and users static analysis tools such as Veracode,
and migration issues from old releases that are long unsupported.

Going forward the web service trends in the industry are REST, JSON and
annotation driven development via JSR 181 POJO Web Services - all things Axis2
has excellent support for however the docs are lacking to tie it all together.
Our day jobs have already moved in this direction, and recently we have seen
users figuring out that since they are already using Axis2 for SOAP they can
also use it for REST and JSON. We see an opportunity to grow our community via
better docs in this area. A Spring Boot starter kit is planned for the next
quarter, the idea being one maven dep instead of literally 25 separate Jars
and also code based auto configuration of the most common use cases.

Axis2 C added a new committer this past December 2017, and so far that is
helping the project pick up speed. There was more progress via commits and
Jira issues this past quarter.  Indications are that an Axis 2 C 1.7 release
could happen by the end of the year.

There are indications via various user list threads and Jira issues that an
Axis2 Java 1.7.9 release is likely to happen this upcoming quarter.

As the IT industry moves in droves from SOAP to JSON, Axis2 Java and my day
job are no exception and while Axis2 has an excellent REST / GSON module its
lacking docs and examples so its not used much. This next quarter the Axis2
teams expects to discuss bugfixes, docs and future direction to this module.

Another trend is Spring Boot and some projects like Log4j2 I notice has
starter kits. This next quarter we will be looking at what a starter kit for
our project would look like.

Axis 1.x has not been released since 2006 however one committer, Andreas
Veithen, has been very active in that repo for several years. No decision has
been made on a release schedule however several open threads are currently in
progress concerning what a release may look like at this point.

Axis2 C added a new committer this past December 2017, and so far that is

Axis2 Java put out several releases in 2017. Lately the focus has been responding to mailing list questions and Jira issues concerning end users automated
penetration testing by various 3rd party tools.

Several email threads occurred with security@apache.org this past 30 days concerning Axis2 Java and also Axis Java 1.x (last release was 2006). Jira issues have been created (AXIS2-5910 , AXIS2-5911) , emails have been sent to the original sender, and internal discussions are in progress.

Axis 1.x is likely to have a new release after all. RHEL 6 and 7 distribute it so its widely a problem at our day jobs. There are numerous security issues - several already fixed by community submitted patches and in SVN. An additional challenge for a release will be the migration off of the unsupported httpclient 3.x libs, to httpclient4.

Axis2 C added a new committer this past December 2017, and so far that is helping the project pick up speed. Possibly the Java team that knows C (myself for example) , could help get a release in motion. The Java team needs to get past the security issues first, then revisit how we can help the C team.

## Issues:

 - Axis PMC received Apache Axis2 Vulnerability [VR-436], after evaluating the
   report we realized the claim is about an optional module which can be
   disable via Axis2 to configuration file (axis2.xml).  In addition,
   recommendation for that module is only for debugging and not for production
   use.
 - In previous meeting board requested to report on many inactive sub-projects
   and we have moved Axis1 project to Attic.
 - Regarding other inactive project (i.e., Axis2 C and its sub projects) we
   had a discussion regarding moving some of the inactive projects to Attic
   and also had a vote regarding the same [1].  During the discussion [2]
   three individuals (Rafael Bronzeri, Giorgio Zoppi and Sendil Rajendhran)
   came forward to contribute to the project and now we have given them the
   opportunity and watching the progress.  Unfortunately we do not see enough
   progress and if no progress is made, we will try to move Axis2 C projects
   (and its sub-projects) to Attic as well.

The trunk and the 1.6 branch have been fixed so that they are buildable with
Java 7, removing an important obstacle from the release process.  An Axis2
1.6.3 release is finally out with 7 binding and 1 non-binding votes, so we had
no problem of finding quorum to vote on the release.  That is clear evidence
that the project is able to provide sufficient oversight over releases.

Regarding the security issue reported on Axis 1.4 (with the subject “security
vulnerability in axis 1.4”) was bogus and we were unable to reproduce it.  We
have already responded back to the person who reported the issue as well as
security@apache.org.

In terms of development we have closed over 75 issues (applied many pending
patches) and received several new patches.

Community
===========
During past few weeks Axis2 was able to boost it community participation, both
user and developer lists were quite active. More importantly we were able to
bring three new contributors (Asanka Dissanayake, Andun Sameera, Ravi
Undupitiya) and they have already started contributing to the project.

Axis2/c project also got a new community (Nadir Amra, Giorgio Zoppi, Rinil
Rushab, and Ilya Tutski) around it and have created a roadmap for the project
and they have agreed to work toward it.

We also voted Hiranya (from Synapse) as an Axis committer with 14 binding
votes.  This is another evidence that Axis has enough quorum to keep the
project active.

Issues
===========
We have started discussion on moving inactive sub-projects to Attic or Archive.
We will include the resolution in next board report.

Given the progress we have made in the project we would like to see the
possibility of switching back to quarterly report schedule.

The Apache Axis project is responsible for the creation and maintenance of
software related to the Axis Web Services frameworks and subsidiary
components. Axis project consists of multiple sub projects: Axis2 (Java),
Axis2 (C), Rampart (Java), Rampart (C), Sandesha, Sandesha2 (C), Savan, and
Axis.

Community
=========

Level of participation on developer community is none, and board raised
several concerns on health of the project. User community was somewhat active
but level of participation was significantly low compared what it used to be.

Releases
========================
No major releases for all the core and sub projects. Axis2 Java was waiting a
release from WS project (Apache AXIOM) and it came available on 6/12/2015. Now
we will push forward an Axis2 release (probably the last release before moving
to attic). Alone with Axis2 many of other sub projects will also have their
own releases.

Due to the lack of developer participation Axis project cannot stand alone,
one possible proposal would be to merge Axis with WS PMC (it was the case
before), in the same time if Synapse community thinks they can also move to WC
PMC, we should be able to get enough level of active participation.

@Sam if nothing positive happens by next month, the board will vote on a resolution to move the project to the attic

hopefully we will get it soon. Soon after Axiom release we will do a release.

 WHEREAS, the Board of Directors heretofore appointed Andreas
 Veithen to the office of Vice President, Apache Axis, and

 WHEREAS, the Board of Directors is in receipt of the resignation
 of Andreas Veithen from the office of Vice President, Apache
 Axis, and

 WHEREAS, the Project Management Committee of the Apache Axis
 project has chosen by vote to recommend Deepal Jayasinghe as the
 successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Andreas Veithen is relieved
 and discharged from the duties and responsibilities of the
 office of Vice President, Apache Axis, and

 BE IT FURTHER RESOLVED, that Deepal Jayasinghe be and hereby is
 appointed to the office of Vice President, Apache Axis, to
 serve in accordance with and subject to the direction of the
 Board of Directors and the Bylaws of the Foundation until
 death, resignation, retirement, removal or disqualification, or
 until a successor is appointed.

For these releases, the Sandesha2 and Rampart builds were updated to
use the Nexus staging process and to adhere to the latest ASF release
requirements.

Status of the TLP migration:
* We now have a real home page. Kudos to Chanaka Jayasena for working on this.
* For the 1.4 release, the Sandesha2/Java site has been overhauled and
is now fully migrated to the Axis TLP.
* Some subprojects still use or refer to resources of the Web Services
project. To be addressed during next quarter.

Community is healthy. During this quarter, WSO2 organized three hackathons:
* December 21-22, focusing on Axis2/Java and Rampart.
* January 4-6, focusing on blockers and high priority issues for Axis2/Java.
* January 18, 20 and 21, focusing on fixing JAX-WS issues in Axis2.

The Apache project branding requirements have been implemented for all
sub projects that have seen a release during this quarter (except for
the "TM" in the project logos).

Tiny report this quarter.

* Axis2 1.5.3 was released on November 12th.  Thanks to Andreas for Release
Managing.

* Community participation continues to be light but steady.  JIRAs are being
raised, responded to, and resolved, though our backlog is still quite large.

* Website has been moved over to axis.apache.org, with new cleaner look.

No other board-level issues at this time.

22 Sep 2010 [Glen Daniels / Jim]

We voted to release Axis2/Java 1.5.2, which is currently in progress with
Andreas Veithen as RM.  As mentioned in June, Axis2 core is now fully Nexus
enabled, and this will be our first official release using the new system.
HUGE props to Andreas for shouldering the brunt of the work cleaning and
polishing our POMs in order to get that going.  We need to do the same to our
other subprojects.

Two new committers (Lori Van Gulick and Lahiru Gunathilake) were voted in,
and they are both also automatically PMC members based on our current policy.

Community participation is light but steady.  We could be responding to user
concerns a tad faster, but things are going fine, JIRAs being fixed, etc.

Yes, we still need to finish moving our website over to axis.apache.org from
ws.apache.org so that poor Gavin can get rid of that lingering open JIRA.

No other board-level issues to raise.

Axis has been pretty active this quarter, with steady list traffic and good
progress being made in a couple of directions (see below). No new
committers/PMC members, nor anything aside from that covered below requiring
board attention.

* Security Advisory

After discovering a DTD-based vulnerability in Axis2, Andreas Veithen
spearheaded a fix, and released the following message pointing to an
advisory document and a patch. The fix will be built in to our next releases
(see below).

We also fixed an XSS vulnerability which was discovered externally.

* Upcoming Releases

We are working on both a 1.5.2 maintenance release (so that we have a
complete package containing the security fixes) and a larger-scale 1.6
release with fixes and new features.

* Infra

Axis2 is now happily building in Hudson and using Nexus for SNAPSHOTs. We'll
be doing our first release using Nexus as soon as 1.5.2 is ready to go.

* Lingering Transition Issues (or "The JIRA that Would Not Die")

Yes, we're talking about https://issues.apache.org/jira/browse/INFRA-2441.
We hope to get the last bits of Axis stuff moved over or archived in SVN,
and the website revamped, in the next month or two. Shout out to Gavin for
trying to keep us moving here.

Greg clarified that the security vulnerability was discovered and handled internally.

17 Mar 2010 [Glen Daniels / Shane]

With the invaluable help of Gavin [insert much kowtowing and genuflecting
here] and the infra team, the Axis project is now plugging away... but with
a few loose ends still to tie. In particular we really need to get our new
website happening, and a few last tricky SVN bits from WS need to find a
home. We also need to get modernized and finish hooking up the whole
Hudson/Nexus framework for our builds. That said, we're rolling along fine
for now.

Activity on the new mailing lists is picking up on both the C and Java sides
now that people have gotten used to the switch from WS. Development activity
has also ramped up, with a number of people diving in to our long JIRA
backlog.

We added a bunch of stragglers from the WS project to our PMC, and settled
on a policy where committership == PMC membership, which we think should
create a greater feeling of ownership on the part of our committers going
forward.

No releases this month, nor any other particulars that require board
attention. I believe this is our final monthly report as a newly minted TLP,
and we now switch over to quarterly.

The Axis project is still in slow startup mode.  Our initial mailing lists
are set up, but not the subproject ones yet, and Gavin has been helping us
start the infra work for webspace and moving SVN.  We have some reasonably
complex SVN rejiggering happening, and that should be in progress now.  Hope
to be reporting a fully spun-up project next time.

Nothing that requires board attention at this time.

This is the initial board report for the new Axis PMC.  Cc'ing the WS PMC for
only this first report.

I recently submitted https://issues.apache.org/jira/browse/INFRA-2441 after a
good bit of discussion on the WS PMC list about the correct way to set up the
new PMC and handle the SVN structure, mailing lists, and migration.  While
there are still open questions as to how our new SVN layout will work (or
rather, how to cleanly transition old code to a new structure), I think we
should be able to get started on moving the mail traffic and the website over
to their new locations soon.

After the requisite bumps involved in getting set up, I'm expecting 2010 to
be a good focused year for Axis2 development, and that we'll wrap up Axis1 in
a few months time.

Establish the Apache Axis Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software related to the Axis Web Services frameworks
 and subsidiary components for distribution at no charge to the
 public.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Axis Project",
 be and hereby is established pursuant to Bylaws of the
 Foundation; and be it further

 RESOLVED, that the Apache Axis Project be and hereby is
 responsible for the creation and maintenance of software
 related to the Axis Web Services frameworks and subsidiary
 components; and be it further

 RESOLVED, that the office of "Vice President, Apache Axis" be
 and hereby is created, the person holding such office to
 serve at the direction of the Board of Directors as the chair
 of the Apache Axis Project, and to have primary responsibility
 for management of the projects within the scope of
 responsibility of the Apache Axis Project; and be it further

 hereby are appointed to serve as the initial members of the
