Terminate the Apache Bahir Project

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Bahir project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Bahir project is hereby
 terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Bahir Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Bahir" is hereby
 terminated; and be it further

 RESOLVED, that the Apache Bahir PMC is hereby terminated.

 Special Order 7D, Terminate the Apache Bahir Project, was
 approved by Unanimous Vote of the directors present.

## Description:

## Project Status:
Current project status: Not enough active PMC members (roll call made)
Issues for the board:  Advice as to how to proceed in this situation

## Membership Data:
Apache Bahir was founded 2016-05-18 (7 years ago)
There are currently 40 committers and 12 PMC members in this project.
The Committer-to-PMC ratio is roughly 5:2.

Community changes, past quarter:
- No new PMC members. Last addition was João Boto on 2020-07-10.
- No new committers. Last addition was Łukasz Antoniak on 2019-01-21.

## Project Activity:
We keep seeing activity arround flink connectors (especially kudu, redis
and pinot).
We have some new account searching to help on this connectors.


## Community Health:
Asked on dev list for help to keep the project as we see some traction on
Flink side [https://lists.apache.org/thread/4lfpt4w3kf6g8z0zln4qtd7r30kr0tsh]
Maybe we should ask on user list, but is barely used.

No movement around spark connector, only small discussion around

### Flink extensions:
Some movement around some connectors with PRs open and merged
- Redis connector: PRs open and merged to add new commands
- Kudu connector: PRs open and merged to fix functionality
 and new features requested (BAHIR-322)
- Updated flink to last version 1.17

## Community Health:
We don't have enough active PMC members to new version (asked several times).
We also have a pending email to the list of users commenting on the status
of the project and that if there is no interest in helping to maintain the
project we will consider going for the artic.

Change the Apache Bahir Project Chair

 WHEREAS, the Board of Directors heretofore appointed Luciano Resende
 (lresende) to the office of Vice President, Apache Bahir, and

 WHEREAS, the Board of Directors is in receipt of the resignation of
 Luciano Resende from the office of Vice President, Apache Bahir, and

 WHEREAS, the Project Management Committee of the Apache Bahir project
 has chosen by vote to recommend João Boto (eskabetxe) as the successor
 to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Luciano Resende is relieved and
 discharged from the duties and responsibilities of the office of Vice
 President, Apache Bahir, and

 BE IT FURTHER RESOLVED, that João Boto be and hereby is appointed to
 the office of Vice President, Apache Bahir, to serve in accordance with
 and subject to the direction of the Board of Directors and the Bylaws
 of the Foundation until death, resignation, retirement, removal or
 disqualification, or until a successor is appointed.

 Special Order 7D, Change the Apache Bahir Project Chair, was

not seem to be the highest priority for them. I will try to influence them
and producing a release in the next few months.

and is being investigated.

steady number of new JIRAs.

As reported previously, there is a need to produce a new release
of the Flink extensions but work has not started by the community.
I hope that with the new PMC member that is focusing on this area
we can see more progress here.

As Apache Spark has released it's 3.0 release, the Bahir community
needs to identify any areas that need to be adjusted to support the
new Spark release.

## Project Activity:
Apache Bahir community continues to see a flow of contributions enhancing
the existing extensions for both Apache Spark and Apache Flink.

A new SQS stream connector is being proposed/reviewed as a new extension
for the Spark platform.

For the Bahir Flink extensions, multiple bugfixes and dependency updates
have been provided and is now available in master. A release of the Flink

- No new PMC members. Last addition was Prashant Sharma on 2018-10-19.
- No new committers. Last addition was Łukasz Antoniak on 2019-01-21.

## Project Activity:
Apache Bahir community continues to see a flow of contributions
enhancing the existing extensions for both Apache Spark and
Apache Flink.

The project has produced release candidates for
Apache Bahir 2.3.4 and 2.4.0 based on respective releases of
Apache Spark.

There is a need to produce a new release of the Flink extensions
and this has been discussed on the project mailing list but the

 WHEREAS, the Board of Directors deems it to be in the best interests
 of the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the Public, related to extensions to distributed analytic platforms

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache Bahir Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache Bahir Project be and hereby is responsible
 for the creation and maintenance of software related to extensions to
 distributed analytics platforms; and be it further

 RESOLVED, that the office of "Vice President, Apache Bahir" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache Bahir
 Project, and to have primary responsibility for management of the
 projects within the scope of responsibility of the Apache Bahir
 Project; and be it further

 appointed to the office of Vice President, Apache Bahir, to serve in

 and the Bylaws of the Foundation until death, resignation, retirement,
 removal or disqualification, or until a successor is appointed.

 Special Order 7B, Establish the Apache Bahir Project, was approved by Unanimous
 Vote of the directors present.
