Terminate the Apache Eagle Project

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Eagle project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Eagle project is hereby
 terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Eagle Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Eagle" is hereby
 terminated; and be it further

 RESOLVED, that the Apache Eagle PMC is hereby terminated.

 Special Order 7G, Terminate the Apache Eagle Project, was
 approved by Unanimous Vote of the directors present.

## Description:
The mission of Apache Eagle is the creation and maintenance of software related
to a distributed monitoring solution for identifying security and performance
issues in real time on big data platforms, including Apache Hadoop and Apache

## Issues:
The project does not have sufficient support from PMC in recent quarters.

## Project Activity:
A few code commits in branch-1.0 for experimenting to use Apache Flink to
evaluate Eagle policy dynamically.

## Community Health:
There were little community activities during last quarter as Eagle 1.0 still
is not clear in terms of Eagle 1.0 plans and deliverables.

## Description:

Recent releases:
0.5.0 was released on 2017-09-10

The Eagle community started 1.0 prototype code in a separate branch. This is
more like proof of concept development.

## Community Health:
The Eagle community starts Eagle 1.0 development with some progress but
still need community to actively participate the discussion and development.

## Project Activity:
Project refactoring has not started since PMCs discussed the new design a few
months back. Hopefully we can come up with some jira stories for the
project refactoring in coming months. The idea is still to remove hbase
dependency, and remove hadoop specific monitoring and make the monitoring
framework more generic.

## Community Health:
There is no much activity from community in last 3 months. Hopefully after
we started development of the new design, community would have more feedback
and interactions.

## Project Activity:
Upgraded Siddi dependency to v5.1.4 which is used by Eagle alert engine
and CVE maven plugin was integrated for fixing vulnerabilities in Eagle's
library dependency.

## Community Health:
Grainier Perera from Siddi open source project volunteered to upgrade
 Siddhi's version to latest. The increase of activities in emails,
jiras was mostly related to this feature discussion and development.

 - One developer from siddhi open source project volunteered to upgrade siddhi

 - Some users reported some Eagle compiling issue and out of memory issue,
   community can provide help

## Issues:
 - There are no issues requiring board attention at this time

## Activity:
 - In Eagle dev mail list, an architecture improvement discussion was raised
which is about removing some existing components but focusing on alert policy
engine and some important data adaptors. The goal is to make Eagle to be
developed and used more easily. It may take some time to finish the discussion.

## Health report:
 - Auto generated health score seems low. It could be due to no much commits or
jira issues which were created recently. Once after PMC/Committers have some agreement
on architecture improvements, the community activity should be back to normal.

## Activity:
 - In last quarter, community merged some pending PRs and now it is
   0.5.1-SNAPSHOT. Community also asked release of 0.5.1 which mostly contains
   bug fixes but no significant features, will plan to release it in this
   quarter. Also some bugs were reported from community.


## Health report:
 - Project health is ok, community continued to use Eagle and reported
   bugs/issues. Bug fix and question answer is voluntary, so the speed of
   solving issues needs to be improved.

## Activity:
 - In recent months, seems more users started to try Apache Eagle 0.5.0
   release version. And users also reported some issues with starting Eagle
   with command line and other usability issues. Community has solved those
   issues.

 - We see some new users trying out Eagle and some of users can submit PR for
   some fix, but seems we still need volunteers to do some small fixes quickly
   to help community.

## Description:
 - Apache Eagle is an open source analytics solution for identifying security
and performance issues instantly on big data platforms.

## Issues:

## Activity:
 - Inspired by eagle's streaming alert engine with siddhi, Hao Chen, Eagle
   committer contributed to flink community a similar light-weight siddhi
   streaming library
 - Community users asked for Cloudera CDH support and Eagle alert engine Spark
   streaming support. Although there is one implementation of Eagle alert
   engine on top of Spark, seems there is still some gap to be addressed
   in community to make Eagle and its alert engine work on Cloudera CDH.
 - Some casual discussion is about whether Eagle should maintain so many
   use cases or just focus on Alert engine or still do both. The reason why
   this dicussion was brought up is because currently Eagle maintains both
   use cases and alert engine, which causes code complexity and adoption
   difficulty. For example some heavy use cases like Job performance
   monitoring needs a complex setup. Those discussions will be sent to dev
   mail list to discuss.

## Health report:
 - There is a drop of number of jira tickets and mails. This should be fine
   and community users are trying out Eagle 0.5.0. We see some difficulties
   in setting up 0.5.0 from community feedback, which community should
   improve the documents and add some Q/A document in Eagle site.

Board meeting. We worked with infrastructure team to complete post-graduation
transition work including source code, site, jira, email etc.

Establish the Apache Eagle Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software, for distribution at no charge to the
 public, related to a distributed monitoring solution for
 identifying security and performance issues in real time on big
 data platforms, including Apache Hadoop and Apache Spark.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Eagle Project", be
 and hereby is established pursuant to Bylaws of the Foundation;
 and be it further

 RESOLVED, that the Apache Eagle Project be and hereby is
 responsible for the creation and maintenance of software
 related to a distributed monitoring solution for identifying
 security and performance issues in real time on big data
 platforms, including Apache Hadoop and Apache Spark; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Eagle" be
 and hereby is created, the person holding such office to serve
 at the direction of the Board of Directors as the chair of the
 Apache Eagle Project, and to have primary responsibility for
 management of the projects within the scope of responsibility
 of the Apache Eagle Project; and be it further

sensitive data, recognize attacks, malicious activities and take actions in
real time.

Eagle has been incubating since 2015-10-26.

Three most important issues to address in the move towards graduation:

 1. Jira, PR are all populated with good description so that people can
    reference in the future.
 2. Massive improvement on unit test, now it becomes stable and build status
    is closed monitored in README
 3. Community has one more discussion about graduation and all are with
    positive feedback, and we are going through the graduation steps.

 - Presented in conference: QCon Shanghai
 - More active contributors from YHD.com participate in large feature
   development

How has the project developed since the last report?

 - 0.5 version is being in active development. This version will include big
   improvement in application management and alert engine.
 - Job monitoring feature is ready including map/reduce and spark job
 - Standalone alert engine which is highly scalable and user friendly in that
   user does not need code to configure alerting rules
 - UI is completely rewritten to expose metadata to end user and user can
   define data source, stream and policy etc.
 - Cluster health monitoring is ready, including hdfs health indicator, hbase
   health indicator etc.

Apache Eagle (incubating) is an open source analytics solution for identifying
security and performance issues instantly on big data platforms, e.g. Apache
Hadoop, Apache Spark etc. It analyzes data activities, Yarn application,
Hadoop JMX metrics and daemon logs etc., provides state-of-the-art alert
engine to identify security breach, performance issues and shows insights.

Eagle has been incubating since 2015-10-26.

Three most important issues to address in the move towards graduation:

 1. Eagle community is discussing graduation and use Apache maturity
    assessment to measure the gap to graduation. That should be completed,

 2. Complete one requirement from self assessment which is to provide a
    well-documented channel to report security issues, along with a
    documented way of responding to them.

 Communities showed continuous interest in Apache Eagle project. Some
 company tried to integrate Eagle as part of whole solution and some
 contributed different use case to Eagle platform, for example MapR
 support, Oozie monitoring support etc.

How has the project developed since the last report?

 Technically we added more documents for user to easily use Eagle

 Besides Hadoop security monitoring, we have started working on performance
 monitoring design and development based on the requests from community.

 As we may have multiple different use cases running on top of Eagle, a
 design discussion and prototype is conducted to make sure Eagle is a
 framework to host multiple use cases and user will use Eagle to manage
 those use cases.

 Alert engine is going to be decoupled from data processing so that alert
 engine will be multi-tenant and easy to be used by multiple use cases by
 incorporating well-designed metadata.

 We have companies in banking, gov and other domains starting to use
 the product and are actively contributing.

 - We presented about Apache Eagle in Big Data Summit on Jan 27th.
 - We are preparing decks for Strata Hadoop and Hadoop summit Europe.
 - We are seeing participation from engineers with different background.
 - We have a release manager identified in the community for the first
   release.

How has the project developed since the last report?
 - Community is focussing on getting the release ready
 - 19 commits in github
 - 17 JIRA's closed
 - 534 discussions on the dev mailing list

 The community is working on some exciting features in the Eagle framework
 to make it more generic and support for new data sources.

 Nothing urgent at this moment.

How has the community developed since the last report?

 1. We have submitted papers and applied to conferences. We worked with
    other open source projects like Siddhi, Apache Ranger during December.
 2. Dev community showed increasing interests. In Dec, there have been 878
    messages on dev@ mailing list. It is an increase of 30% mom. With more
    quality discussions around integration, features and release process.
 3. There were increased participation in the dev mailing list pertaining
    to new feature development and roadmap.

 There was a request from the community about the roadmap and clear picture
 of the vision. We have published the first roadmap to the community and
 are working on it.

How has the project developed since the last report?

 1. Main features/improvements added include:
    a) EAGLE-53 Finalized the docker image by fixing few bugs and scripts.
    b) EAGLE-32 Worked on creating a generic monitoring framework.
    c) EAGLE-47 Policy audit module

Apache Eagle is a real time Data Activity Monitoring Framework to
instantly identify access to sensitive data, recognize attacks/
malicious activity and block access in real time.

Eagle has been incubating since 2015-10-25.

Three most important issues to address in the move towards graduation:

 1. Infrastructure Migration: We moved the code to Apache Github,
    started using Apache JIRA for tracking purposes, Eagle external
    site transitioned to incubator and Jenkins projects to build binary
    and created docker images for easy installation.
 2. Expand the community, Increase dev list activity with new
    contributors.
 3. Existing committers are getting familiarized with the apache
    tools and process.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 Nothing urgent at this time. Our mentors have been helpful in
 guiding us thru various stages.

How has the community developed since the last report?

 1. All core contributors/committers have started working on the
    Apache repository.
 2. We presented about Apache Eagle in the Data governance meetup
    meeting (Topic: Apache Eagle - Secure your hadoop data). We received
    good feedback on the use cases and scalable design of Eagle.
 3. Dev community showed increasing interests. In Nov, there have been
    507 messages on dev@ mailing list.
 4. There were increased participation in the dev mailing list
    pertaining to new feature development and roadmap.

 The development community is very active in terms of new features,
 bugs closed etc. This month we are putting more emphasis on community
 development and getting the interests from developers in the hadoop
 ecosystem.

How has the project developed since the last report?

 1. Main features/improvements added include:
    a) Support for Docker [EAGLE-53]
    b) New design for Alert dashboard [EAGLE-29]
    c) Eagle internal metric framework design [EAGLE-50]
