Termination of the Excalibur PMC

 WHEREAS, the Board of Directors deems it no longer in the best
 interest of the Foundation to continue the Apache Excalibur project
 due to inactivity

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Excalibur
 project is hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with
 oversight over the software developed by the Apache Excalibur
 Project; and be it further

 RESOLVED, that the office of "Vice President, Apache Excalibur" is
 hereby terminated; and be it further

 RESOLVED, that the Apache Excalibur PMC is hereby terminated.

 Approved unanimously by roll call vote.

Most likely this is the last report for Excalibur - the PMC decided to
move the project to the Attic (see Special Orders C ).

There are no known issues.

There are no known issues.

Nearly zero activity in all places. Recently some work has been done
to shape up the code base and make parts of the project usable in an
OSGi environment (and maybe collaborate with the Felix project).
This has been discussed before and maybe this can help to increase the
interest in the project a little bit again.

Nearly zero activity in all places, recently a new idea to migrate the
Avalon stuff to OSGi (and maybe collaborate with the Felix project)
has been discussed briefly. Maybe this can help to increase the interest
in the project a little bit again.

Aaron to bring up on the Excalibur list the potential for this project to go to the Attic and/or portions to go to Felix.

Excalibur is stable and used by some projects. Again, this quarter was
very quiet with zero activity, neither in the mailing lists nor in
subversion (and no releases of course).
While this quietness reflects the state of the code (stable with
no need for changes, updates) it also shows that there is no high
interest in it anymore. Heavy users of Excalibur like Cocoon are
moving to other solutions (just because there is newer stuff out
there - which is good), so sooner or later we have to think about
the future of Excalibur as a project. But for now I think we should
just continue for some months and decide sometime next year if
putting the project to a rest is a better option.

LEGAL The code of Excalibur was checked; no crypto software is

Change the Apache Excalibur Project Chair

     WHEREAS, the Board of Directors heretofore appointed J. Aaron
     Farr to the office of Vice President, Apache Excalibur, and

     WHEREAS, the Board of Directors is in receipt of the
     resignation of J. Aaron Farr from the office of Vice President,
     Apache Excalibur, and

     WHEREAS, the Project Management Committee of the Apache
     Excalibur project has chosen by vote to recommend Carsten
     Ziegeler as the successor to the post;

     NOW, THEREFORE, BE IT RESOLVED, that J. Aaron Farr is relieved
     and discharged from the duties and responsibilities of the office
     of Vice President, Apache Excalibur, and

     BE IT FURTHER RESOLVED, that Carsten Ziegeler be and hereby is
     appointed to the office of Vice President, Apache Excalibur, to
     serve in accordance with and subject to the direction of the
     Board of Directors and the Bylaws of the Foundation until
     death, resignation, retirement, removal or disqualification, or
     until a successor is appointed.

 Special Order 7C, Change the Apache Excalibur Project Chair, was
 approved by Unanimous Vote.

 Highlights:

 * 2 new PMC members: Ralph Goers and Stefano Bagnara
 * 1 release: cornerstone library bugfix release
 * 1 Current vote on a new committer

Rumors of Excalibur's death have, apparently, been exaggerated.  We've
had a relatively active quarter following our last fairly active
quarter with more bug-fix releases and new committers and PMC members
added to the project.  Most of our activity is coming from outside the
original core of Avalon/Excalibur developers.  Instead, we're seeing
activity from committers of projects which have a dependency on
Excalibur code.  Not wanting to leave these projects waiting for
Excalibur folks to wake up, we've been adding any warm bodies who show
up willing to help as committers and PMC members.

With this in mind, I've felt Excalibur could be better served with a
VP who could focus on the project more than I can at the moment.  I've
notified the board of my resignation and the Excalibur PMC has voted
to recommend Carsten Ziegeler as the new PMC Chair.  Carsten has
followed Avalon and Excalibur for many years and has a clear
understanding of the project's history and the dependencies other
Apache projects have on our libraries.  Assuming the resolution
passes, this should be my last report as Excalibur VP.

 Excalibur Quarterly Report for June 2007

 Highlights:

  1 new PMC member: Jorg Heymans
  2 releases

 Excalibur has been a little less sleepy this last quarter by adding
 a new PMC member and making two releases (one major release, one
 minor release). No new committers and no other major activity to
 speak of.

 Most Excalibur activity is driven by Cocoon development which has me
 wondering if the Excalibur community is really strong enough to
 warrant a TLP. This is something I think the Excalibur developers
 need to address over the next quarter.

There was some discussion on whether Excaliber was looking at some sort of Cocoon/Excaliber project/subproject relationship, due to the close dependency that Excalibur has on Cocoon.

Excalibur managed to muster enough votes to pass a release, but we're still
in the process of putting it up on the mirrors. That should be done by the
time of the board meeting. I was a little worried that Excalibur had become
so quiet that we couldn't even pass a release vote, but that doesn't appear
to be a problem. We have enough people looking in on Excalibur from time to
time that I think the project can be properly maintained.

That said, if there's any decisions or experiments going on about dealing
with "dormant" projects, please include the Excalibur PMC. The project has
effectively been in maintenance mode since the Avalon split.

Excalibur Quarterly Report for June 2006

Items of note

 Leif Mortenson added to PMC.  He was supposed to be on it originally
but someone was left off the official list.

 No new committers.
 No new releases.


I thought the last quarter was quiet, but this quarter was quieter
still. The stats are as follows:

 Only 2 non-automated messages on the dev list
 No email traffic on the users list
 No svn commits since April (except for me updating the site this last
week)

I know there is interest to do another release, mostly based on
switching to maven 2 and OSGi compatibility, but thus far no
concerted effort has materialized.

Jim noted that they are not yet asking for ways to re-energize the project but we may see that at some point. Sam noted that the project is an artifact of attempts to resolve the Avalon situation amicably. The status of SVN and the website should be updated to reflect the current non-vibrancy of the community.

It was noted that the board requests that the Apache Excalibur Project provide a update report for next month's (Aug 2006) board meeting.

We finally got a full release out thanks to Shash Chatterjee. In
general, activity is still relatively low and the mailing lists
relatively quiet. Excalibur, for the most part, remains in maintenance
mode at the moment.

 This is the June 2005 Board report for the Excalibur project.

 * Leo Simons stepped down as PMC Chair. J Aaron Farr was appointed as
   new chair in April.
 * no new committers.
 * no new PMC members.
 * no releases (yet). Shash Chatterjee has been working on getting
   everything in place for the next release.
 * most activity has been minor bug fixing and cleaning up/tagging the
   repository for the next release.

In summary, things are _very_ quiet in Excalibur at the moment. Most of
the committers seem to be rather involved in other activities at the
moment with little effort going into the next release.

 * there has been some interaction with the Apache Jakarta Turbine
   project, users of avalon-framework, with the prospective of more
   co-operation happening in the future.
 * work has been started on "fortress-platform", an effort to make
   it easier to use our Fortress container.
 * most other activity has been maintainance work and bugfixing.

 This is the december board report for the Excalibur project.

 * we added a new committer: Leo Sutic. (Leo has previously been
   active within the avalon project.)
 * we added a new committer: Marcus Crafter. (Marcus has previously
   been active within the avalon project.)
 * we took over responsibility of some codebases from the avalon
   project:
     * Avalon-Framework
     * Logkit
     * Cornerstone
   Migration of these codebases to the excalibur project has been
   initiated. Some things (like updating some parts of our website)
   still need to be finished.
 * thanks to a lot of help from the gump community excalibur is now
   building much better in nightly gump runs.
 * there were no changes in PMC composition and no releases.

There is not much to report for the Excalibur project.

* We've settled on our bylaws (http://wiki.apache.org/excalibur/Bylaws,
 to be relocated to a more permanent location of course);
* Leif Mortenson did a lot of work on our instrumentation packages,
 which are pending release;
* Some interesting experiments with the fortress codebase involving
 Aspect-Oriented Programming;
* several small bugfixes, both in Excalibur and some of our dependencies.

No releases, no new committers, no changes in the PMC. No problems.

Excalibur got off to a silent start! With Greg's message not making it to the
committers mailing list at first, a few days went by inactively. It then took
us and infrastructure the better part of two weeks to get all the neccessary
infrastructure in place. Then it took some more time to get everyone on the
mailing lists and set up using svn (which is new for most excalibur
developers). Infrastructure bits that have been set up now include:

 * user accounts, unix group
 * svn
 * website, dns
 * mailing lists
 * jira
 * wiki

Development of excalibur (which had come to a near full-stop as part
of avalon) is now slowly recommencing. Long-awaited bug fixes and
feature additions are slowly drippling in. Discussion is just starting
on the medium-term and long-term goals surrounding our codebase
(besides the obvious goal of maintainance of the existing, mature
code). Some of our committers haven't been active together for a long
time, so high anticipation and enthusiasm are coupled with careful
re-acquaintance.

New project moving along nicely.

Establish the Apache Excalibur Project

   WHEREAS, the Board of Directors deems it to be in the best
   interests of the Foundation and consistent with the
   Foundation's purpose to establish a Project Management
   Committee charged with creation and maintenance of embeddable
   software libraries related to component and service management,
   for distribution at no charge to the public.

   NOW, THEREFORE, BE IT RESOLVED, that a Project Management
   Committee (PMC), to be known as the "Excalibur PMC", be and
   hereby is established pursuant to Bylaws of the Foundation; and
   be it further

   RESOLVED, that the Excalibur PMC be and hereby is responsible
   for the creation and maintenance of embeddable software
   libraries related to component and service management, based on
   software licensed to the Foundation; and be it further

   RESOLVED, that the office of "Vice President, Excalibur" be and
   hereby is created, the person holding such office to serve at
   the direction of the Board of Directors as the chair of the
   Excalibur PMC, and to have primary responsibility for
   management of the projects within the scope of responsibility
   of the Excalibur PMC; and be it further

   RESOLVED, that the persons listed immediately below be and
   hereby are appointed to serve as the initial members of the
   Excalibur PMC:

     Shash Chatterjee
     Peter Donald
     J Aaron Farr
     Alex Karasulu
     Berin Loritsch
     Michael Nash
     Leo Simons
     Hamilton Verissimo de Oliveira
     Carsten Ziegeler

   NOW, THEREFORE, BE IT FURTHER RESOLVED, that Leo Simons be and
   hereby is appointed to the office of Vice President, Excalibur,

   Board of Directors and the Bylaws of the Foundation until

   RESOLVED, that the initial Excalibur PMC be and hereby is
   tasked with the creation of a set of bylaws intended to
   encourage open development and increased participation in the
   Excalibur Project; and be it further

   RESOLVED, that the initial Excalibur PMC be and hereby is
   tasked with the migration and rationalization of the Avalon PMC
   Fortress and Excalibur subprojects; and be it further

   RESOLVED, that all responsibility pertaining to the Avalon PMC
   Fortress and Excalibur subprojects and encumbered upon the
   Avalon PMC are hereafter discharged.

 By Unaninmous vote, the Excalibur PMC was approved.
