Licensing and other issues
* Discussed the proper way to handle version numbers for canceled release
votes (e.g., canceling a release vote to fix an issue). The community was
split between allowing the version number to be reused on the subsequent
release versus disallowing it. Since there was no consensus, we decided
to not enforce a policy and simply let the person performing the release
 decide.

Greg: My recommendation is that if a tarball is released for evaluation under a specific release version, then burn the number if it goes wrong. Otherwise, you will always question "did you get the right x.y.z tarball? was that the early-eval tarball?" Version numbers are CHEAP. The RM can recreate a tarball for a specific version as often as needed, but once it is made available: burn the number if needed. Please consider joining the release managers mailing list. release-discuss@

 * Regarding the issue raised in last board report of how to handle
provisional OSGi API in Felix bundles, we have decided for now
that the best approach is to avoid it and use our own parallel API
structure or subclassing where appropriate. Our provisional OSGi
   API policy is documented at
   http://felix.apache.org/site/provisional-osgi-api-policy.html in
   our developer documentation.

Licensing and other issues

 * Karaf subproject promoted to TLP.
 * Need to have discussion on how to handle provisional OSGi APIs in our
releases. It is not clear if we should include provisional OSGi API
since it is not officially released by the OSGi Alliance and is
therefore subject to change and/or not always officially sanctioned
(i.e., made publicly available by the OSGi Alliance). At a minimum, we
need to define an approach to informing users if provisional API is
included that it is not [yet] official OSGi API.

   one of the last major hurdles to full OSGi R4 specification compliance;
however, there is still plenty of work to be done to complete this
   feature.
 * Released various other subprojects (e.g., iPOJO, UPnP, SCR, Maven SCR
Plugin, Maven Bundle Plugin, File Install).

* None this period.

19 Dec 2007 [Richard Hall / Bill]

 Community

 * Added Felix Meschberger to the PMC.
 * Presented at ApacheCon in Atlanta; see writeup at InfoQ^
   <http://www.infoq.com/news/2007/12/felix-osgi-container>.
 * Discussion was raised on the mailing lists about defining a road
map for officially releasing more subprojects. The general
consensus is that we really need to start working on releases of
all reasonably stable subprojects. Hopefully, this will start to
happen over the next month or two.
 * Peter Kriens announced his desire to donate his FileInstall
bundle; the paperwork has been started, but an official vote is
   needed.
 * Karl Pauls announced that he was able to get Felix working on
   Google's Android, see his blog^
   <http://blog.luminis.nl/luminis/entry/osgi_on_google_android_using>;
we need to determine if we can incorporate his changes into the trunk.

Software

 * Released 1.0.1 version of core Felix sub-projects (i.e., framework
and main). This release fixed mostly minor bugs discovered since
the prior release, although there were a few minor new features
   added as well.
 * Preparing 1.0.2 release of core Felix sub-projects (i.e.,
framework and main); changes to include:
o Refinements to specification interpretation and/or
         compliance. (FELIX-383)
o Additional improvements to make the framework easier to
         embed in other projects. (FELIX-359, FELIX-380, FELIX-388,
         FELIX-393, FELIX-414, FELIX-428)
       o Various small bug fixes. (FELIX-371, FELIX-381, FELIX-394,
         FELIX-416)
 * Updates to numerous subprojects, including iPOJO, Bundle Plugin,
   and SCR Plugin.
 * Clement Escoffier introduced the Maven OBR plugin, which makes it
possible for us to generate bundle repository files for deploying
bundles, which has been integrated with the Bundle Plugin.

Licensing and other issues

 * The paperwork for Peter Kriens' grant was incorrectly recorded
(his name, the company name, and the donated code were all
misspelled), so we are trying to get that fixed.
 * Need to finalize OSGi TCK access by getting OSGi Alliance TCK
license executed by the board, I would assume.

Geir to follow up with Richard to see if there is any synergy between the JCP work and the OSGi work, and to coordinate obtaining the TCK for JSR 291.

Approved by General Consent.

framework, including various sub-project releases to support the
framework (e.g., Maven plugin for creating bundles, shell-related
bundles for interacting with the framework, etc.)
   * Uncovered and resolved a couple minor bugs in the 1.0.0 release,
so a 1.0.1 release is already in the works.
   * Fixed a number of concurrency issues in the Config Admin and
Declarative Services implementations reported by the user community.

Licensing and other issues

   * None.

Approved by General Consent.

Migration to TLP

 * Verified committer access to new web site.
 * Deleted incubator web site content.
 * Removed incubator disclaimers from SVN and updated SVN artifacts
to no longer mention the incubator or the old incubator web site

ideas for next OSGi specification; these features are trying to
deal with scenarios such as byte code injection in modules.
 * Other various smallish improvement and minor bug fix commits.

Licensing and other issues

 * None.

Approved by General Consent.

   graduation notification was so recent.

Software:

 * Added new OSGi R4 specification functionality to the core
framework (e.g., Require-Bundle and extension bundle functionality).
 * Committed two more OSGi R4 service specification implementations
(e.g., Config Admin and Metatype) from Day AG.

Felix is an implementation of the OSGi R4 service platform.

Community
 * The community is working toward incubator gradution.
 * Continued organization of the wiki (and generated web site), creating the
subproject documentation section with new documentation on for various
subprojects, including a placeholder for the Felix Commons initiative.
 * Voted Karl Pauls as Release Manager.
 * Community voted on and released Felix 0.8.0-incubator.
 * A Felix-related talk was given at ApacheCon 2006 in Austin, Texas.
 * We have seen an apparent influx of new community members based on some
new faces being active on the mailing list and even a new contributor (Chris
Custine).
 * Emil Ivov announced the 1.0-alpha1 release of SIP Communicator, a
Felix-based multi-protocol instant messenger and SIP software phone.

Software
 * Felix 0.8.0-incubator approved by the Incubator PMC and is available for
download.
 * Felix Commons initiative started in earnest with the goal of creating
bundles out of popular open source libraries, headed by Enrique Rodriguez.
John Conlon submitted several POM files for various libraries and Felix
Meschberger and Tim Moloney have also expressed interest in doing so.
 * Several patches from Felix Meschberger improving the framework's ability
to be used in embedded use cases, particularly issues surrounding framework
shutdown and clean up.
 * Created a new Maven 2 plugin for creating OSGi bundles, which uses the
BND tool from Peter Kriens. This plugin is quite a bit different than the
existing plugin, but the goal is to try to merge the two if possible.
 * Major patch to iPOJO by Clement Escoffier.
 * Initial prototyping of "require bundle" functionality complete in Richard
Hall's sandbox, work has begun to transition to trunk.
 * Patch submitted by Chris Custine to implement bundle manifest header
localization.
 * Patch submitted by Kamen Petroff to allow additional imports to be
specified for the old Maven plugin.
 * Rick Litton worked with the Eclipse community to get their extension
point mechanism working on Felix, this effort will continue as bundle
localization and require-bundle capabilities are added to Felix.

Licensing and other isses
 * Committed latest OSGi Alliance source code, which is the official release
licensed under the Apache license.
 * Committed OSGi Alliance Foundation source code (licensed under the Apache
license), which provides stubs for javax.microedition.io, so that we can
compile everything again.
 * A patch from Felix Meschberger for the URL Handlers service was put on
hold since it was not clear if their were any licensing implications as a
result of its inspiration from Equinox code. The patch/functionality is
targeted to be resolved for the 1.0.0 release.

Upayavira says "Felix progresses well as a community, increasing in
maturity, and I believe that Felix is nearly ready to graduate. In
preparation for that we have been going over the relevant issues:
auditing licensing of code and libraries, porting non-ASF services onto
ASF hardware (a Confluence wiki) and improving our public website."

Other details:
