Establish the Apache HertzBeat Project

 WHEREAS, the Board of Directors deems it to be in the best interests of
 the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the public, related to a real-time monitoring system with agentless,
 performance cluster, prometheus-compatible, custom monitoring and
 status page building capabilities.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache HertzBeat Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache HertzBeat be and hereby is responsible for
 the creation and maintenance of software related to a real-time
 monitoring system with agentless, performance cluster,
 prometheus-compatible, custom monitoring and status page building
 capabilities; and be it further

 RESOLVED, that the office of "Vice President, Apache HertzBeat" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache
 HertzBeat Project, and to have primary responsibility for management of
 the projects within the scope of responsibility of the Apache HertzBeat
 Project; and be it further

 RESOLVED, that the persons listed immediately below be and hereby are
 appointed to serve as the initial members of the Apache HertzBeat
 Project:

 NOW, THEREFORE, BE IT FURTHER RESOLVED, that Chao Gong be appointed to
 the office of Vice President, Apache HertzBeat, to serve in accordance
 with and subject to the direction of the Board of Directors and the
 Bylaws of the Foundation until death, resignation, retirement, removal
 or disqualification, or until a successor is appointed.


 Special Order 7E, Establish the Apache HertzBeat Project, was
 approved by Unanimous Vote of the directors present.

HertzBeat is an easy-to-use, open source, real-time monitoring system. It
features an agentless architecture, high-performance clustering, Prometheus
compatibility, and powerful custom monitoring and status page building
capabilities.

HertzBeat has been incubating since 2024-04-05.

### Three most important unfinished issues to address before graduating:

 1. Grow the community and attract more users.


### Are there any issues that the IPMC or ASF Board need to be aware of?

 No.

### How has the community developed since the last report?

 1. Now the community total has 271 contributors, attracted 12 new
 contributors since last report.
 2. Two new committer and a new PPMC join the community since last report.
 3. The community participated in the Google Summer of Code and OSPP.

### How has the project developed since the last report?

 1. Has publish the new version 1.7.1.
 2. The new version 1.7.2 is in the process of release.
 3. More features and bugfix, doc update
 4. In the past month, excluding merges, 18 authors have pushed 21 commits
 to master and 43 commits to all branches. On master, 88 files have changed
 and there have been 1,654 additions and 830 deletions.

 2. New alarm design has been developed and implemented.

 and there have been 7,052 additions and 1,199 deletions.

features an agentless architecture, high-performance clustering, Prometheus
compatibility, and powerful custom monitoring and status page building
capabilities.

HertzBeat has been incubating since 2024-04-05.

### Three most important unfinished issues to address before graduating:

 1. Publish 1st Apache release.
 2. Grow the community and attract more users.

### Are there any issues that the IPMC or ASF Board need to be aware of?

 No

### How has the community developed since the last report?

 Over the past month, the project has successfully attracted 4 new
 contributors, some of whom has shown great promise and potential to be
 considered for committer status in the future.
 Excluding merges, 26 authors have pushed 105 commits to master and 156
 commits to all branches. On master, 792 files have changed and there have
 been 22,365 additions and 5,961 deletions.

### How has the project developed since the last report?

 During the past month, HertzBeat has fixed the incompatible protocol LGPL
 license package, has used Apache Jexl and EclipseLink to replace Hibernate
 and Avaitor.
 It has added support for custom pulgin, support hugegraph, openai, Apache
 Yarn, Hdfs monitoring, support redfish protocol to monitoring server and
 more.
 These updates are expected to be included in the upcoming Apache release.
 And we have conducted three rounds of version release voting.

features an agentless architecture, high-performance clustering, Prometheus
compatibility, and powerful custom monitoring and status page building
capabilities.

HertzBeat has been incubating since 2024-04-05.

### Three most important unfinished issues to address before graduating:

 1. Most of the code is contributed by the top ten contributors and needs
 to attract more long-term maintainers.
 2. The HertzBeat code relies on the LGPL license package, the orm layer
 relies on Hibernate, and the expr calculation layer relies on Avaitor. It
 needs to be replaced.
 3. Grow the community and attract more users.

### Are there any issues that the IPMC or ASF Board need to be aware of?

 No

### How has the community developed since the last report?

 This is the first report of HertzBeat.
 Over the past month, the project has successfully attracted 17 new
 contributors, some of whom has shown great promise and potential to be
 considered for committer status in the future.
 Excluding merges, 37 authors have pushed 71 commits to master and 244
 commits to all branches. On master, 1,439 files have changed and there have
 been 36,242 additions and 14,706 deletions.

### How has the project developed since the last report?

 This is the first report of HertzBeat.
 During the past month, HertzBeat has updated its official website,
 documentation, logo, code migration, licenses, clean up and other work.
 It has added support for the monitoring template dynamic menu, alarm
 multiple receivers, monitoring Hbase and is currently working on replacing
 Hibernate orm and Avaitor.
 These updates are expected to be included in the upcoming Apache release.
