Terminate the Apache REEF Project

 WHEREAS, the Project Management Committee of the Apache REEF project
 has chosen by vote to recommend moving the project to the Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache REEF project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache REEF project is hereby
 terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache REEF Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache REEF" is hereby
 terminated; and be it further

 RESOLVED, that the Apache REEF PMC is hereby terminated.

 Special Order 7D, Terminate the Apache REEF Project, was
 approved by Unanimous Vote of the directors present.

## Description:
Apache REEF, or Retainable Evaluator Execution Framework, is a library for
developing portable applications for cluster resource managers such as Apache
Hadoop YARN or Apache Mesos. For example, Microsoft Azure Stream Analytics is
built on REEF and Hadoop.

## Issues:
In the last quarter we've published the final release of Apache REEF v0.16.1.
In June 2022 we have voted to archive the project and move it to Apache Attic.

## Membership Data:
Apache REEF was founded 2015-11-17 (7 years ago)
There are currently 35 committers and 22 PMC members in this project.
The Committer-to-PMC ratio is roughly 3:2.

Community changes, past quarter:
- No new PMC members. Last addition was Doug Service on 2017-09-28.
- No new committers. Last addition was Scott Inglis on 2018-09-27.

## Project Activity:
We've just held an official vote to sunset the project and move it to Apache
Attic. The vote had passed unanimously with 6 +1s and no 0s or -1s. I am in
the process of archiving the project and updating the web site and the
documentation. We expect the project to be closed by the end of this quarter.

## Community Health:
We have a great network of REEF alumni, but none of us has been working on REEF
in the past year.

## Description:
Apache REEF, or Retainable Evaluator Execution Framework, is a library for
developing portable applications for cluster resource managers such as Apache
Hadoop YARN or Apache Mesos. For example, Microsoft Azure Stream Analytics is
built on REEF and Hadoop.

## Issues:
All new development of the project has been stopped and we have decided to
sunset the project. I am in the process of signing and publishing a farewell
release 0.16.1 now. After that we will start the process of moving the project
to the attic.

## Membership Data:

on maintaining the 0.16.1 branch and archiving the project.

## Issues:
We've just started the discussion about the future of the project. After
finishing the long-term release 0.16.1, we will hold a vote to elect a new
PMC Chair, and/or start the process of graceful retirement of the project
and moving it to the attic.

## Project Activity:
Last quarter have been quite slow for REEF; we've got only two issues opened
and received only one PR. We are in the process of signing and issuing the
long-term stable release 0.16.1.

Following the release, we will hold a vote and make a decision about the future
of the project.

If we have enough volunteers to lead the effort, we will start a large
experimental release of REEF 0.17 that will include a new elastic group
communication functionality (currently in a pull request, approved for merge
immediately after the 0.16.1 release). Otherwise, we'll consider retiring the
project and moving it to the attic.

Other than that, we don't plan any major changes in the API or the
functionality and will focus on maintaining the 0.16.1 branch.

## Community Health:
The project is stable, but the user and developer engagement has been quite
low lately. There was only one new PR and two issues opened or closed
this quarter. We've just started the discussion about the project's future
on the mailing list.

Either way, we are finishing our work on publishing the long-term stable
release 0.16.1 and will vote on the new release in May 2021.

## Issues:

There are no issues requiring board attention.

## Membership Data:

Apache REEF was founded in November 2015 (5 years ago).
There are currently 35 committers and 22 PMC members in this project.

The core developers' community is pretty stable, and we have not had
any new committers or PMC members since 2018.

## Project Activity:

we've finished a major overhaul of the project's dependencies this Summer.
That update had introduced some bugs that had blocked the release planned
for this quarter.

We've fixed the issues recently and are about to issue a new long-term stable
release of REEF 0.16.1 in November.

Following REEF 0.16.1, we will start a large experimental release of REEF 0.17
that will include a new elastic group communication functionality (currently
in a pull request, approved for merge immediately after the 0.16.1 release).

Other than that, we don't plan for any major changes in the API or the
functionality and will focus on maintaining our 0.16.1 branch.

## Community Health:

This quarter has been slow. We've completed most of the code updates in the
previous quarter, and this quarter was mostly for testing and bug fixing.

In all, we had with 1 PR opened and closed, and one commit merged into the
master. There were 9 emails in the dev mailing list.

We plan to keep the project stable and available to the public and don't expect
much new activity in the main branch after the 0.16.1 release.
We will continue our experimental work on the elastic group communication,
though.

## Description:

The mission of REEF is the creation and maintenance of software related to
Retainable Evaluator Execution Framework.

## Issues:

 - Reviewed and updated the dependencies for the entire project, removed
   duplicate/shadowed imports and fixed the code to match the new APIs.
 - Will issue a minor release once we finish testing the new updates.
 - Finishing work on .Net elastic broadcast. Planning a new major release this
   year.

Change the Apache REEF Project Chair

 WHEREAS, the Board of Directors heretofore appointed Byung-Gon Chun
 (bgchun) to the office of Vice President, Apache REEF, and

 WHEREAS, the Board of Directors is in receipt of the resignation of
 Byung-Gon Chun from the office of Vice President, Apache REEF, and

 WHEREAS, the Project Management Committee of the Apache REEF project
 has chosen by vote to recommend Sergiy Matusevych (motus) as the
 successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Byung-Gon Chun is relieved and
 discharged from the duties and responsibilities of the office of Vice
 President, Apache REEF, and

 BE IT FURTHER RESOLVED, that Sergiy Matusevych be and hereby is
 appointed to the office of Vice President, Apache REEF, to serve in
 accordance with and subject to the direction of the Board of Directors
 and the Bylaws of the Foundation until death, resignation, retirement,
 removal or disqualification, or until a successor is appointed.

Change the Apache REEF Project Chair

 WHEREAS, the Board of Directors heretofore appointed Markus
 Weimer (weimer) to the office of Vice President, Apache REEF, and

 WHEREAS, the Board of Directors is in receipt of the resignation
 of Markus Weimer from the office of Vice President, Apache REEF,
 and

 WHEREAS, the Project Management Committee of the Apache REEF
 project has chosen by vote to recommend Byung-Gon Chun (bgchun)
 as the successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Markus Weimer is relieved
 and discharged from the duties and responsibilities of the
 office of Vice President, Apache REEF, and

 BE IT FURTHER RESOLVED, that Byung-Gon Chun be and hereby is
 appointed to the office of Vice President, Apache REEF, to
 serve in accordance with and subject to the direction of the
 Board of Directors and the Bylaws of the Foundation until
 death, resignation, retirement, removal or disqualification, or
 until a successor is appointed.

- REEF 0.15 was released in the report period. It contains significant
  improvements to REEF.NET
- We've seen a significant uptick in the interest in and work towards a fully
  functional REEF.NET on Linux
- Twitter released their new streaming platform Heron in version 0.14. In this
  version, it can be run on Apache Hadoop YARN via a scheduler implemented in
  REEF.

## Health report:
 Overall, the community is healthy: We've seen several new people introduce
 themselves on the dev list, and many of them have started contributing
 already.

 Activity has been down a little bit, which seems to be due to the summer
 vacation schedule of our community. This also caused us to slip on the post-
 graduation cleanup of our PMC membership we asked about in the last report.

## Description:
  Apache REEF (Retainable Evaluator Execution Framework) is a  library for
  developing portable applications for cluster resource managers such as
  Apache Hadoop YARN or Apache Mesos.

## Issues:

  We noticed a glitch in the transition from podling to tlp: some of our PMC
  members didn't make it to the TLP's PMC. The seems like a clerical error.
  We plan on addressing it by holding a single vote to move them all to the
  TLP PMC. Please let us know if we should instead hold individual votes.


## Activity:

 - The team is hard at work producing the next release, our second as a TLP.
   This release will focus on more cleanups of the .NET code as well as
   crucial bug fixes our users require.
 - We are hosting a Google Summer of Code student.
 - Apache REEF was presented at ApacheCon Big Data.
 - There was a good discussion on the mailing list about sharpening the one-
   sentence description of REEF. The result of that work is found above :)
 - We now have continuous builds and tests for all our code, Java and .NET.

Establish the Apache REEF Project

 establish a Project Management Committee charged with the creation
 and maintenance of open-source software, for distribution at no
 charge to the public, related to application development on top of
 resource managers.

 (PMC), to be known as the "Apache REEF Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further
