## Issues:
  There are no issues requiring board attention at this time.

## Activity:
 - Lots of work towards making REEF components start from another
   Java or C# application in the same VM
 - Continuous enhancements to the Iterative Map Reduce layer
 - Preparation for REEF 0.16.0 release

  Overall, the community is healthy: there is a constant flow of bug reports,
  fixes and discussions.

Change the Apache REEF Project Chair

 WHEREAS, the Board of Directors heretofore appointed Markus
 Weimer (weimer) to the office of Vice President, Apache REEF, and

 WHEREAS, the Board of Directors is in receipt of the resignation
 of Markus Weimer from the office of Vice President, Apache REEF,
 and

 WHEREAS, the Project Management Committee of the Apache REEF
 project has chosen by vote to recommend Byung-Gon Chun (bgchun)
 as the successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Markus Weimer is relieved
 and discharged from the duties and responsibilities of the
 office of Vice President, Apache REEF, and

 BE IT FURTHER RESOLVED, that Byung-Gon Chun be and hereby is
 appointed to the office of Vice President, Apache REEF, to
 serve in accordance with and subject to the direction of the
 Board of Directors and the Bylaws of the Foundation until
 death, resignation, retirement, removal or disqualification, or
 until a successor is appointed.

 Special Order 7A, Change the Apache REEF Project Chair, was
 approved by Unanimous Vote of the directors present.

## Description:
  Apache REEF (Retainable Evaluator Execution Framework) is a  library for
  developing portable applications for cluster resource managers such as
  Apache Hadoop YARN or Apache Mesos.

## Issues:
  No issues require the board's activity at this time.

## Activity:
 - REEF 0.15.1 was released during the reporting period. (Pending)
 - Lots of work towards REEF.NET on Linux
 - Significant enhacements to the Iterative MapReduce layer to support fault
   tolerant machine learning algorithms.

## Health report:
  Overall, the community is healthy: there is a constant flow of bug reports,
  fixes and discussions. That said, we have not seen new people show up on the
  dev list during the reporting period. This is something we will have to
  discuss in the community.

## Description:
 Apache REEF (Retainable Evaluator Execution Framework) is a  library for
 developing portable applications for cluster resource managers such as
 Apache Hadoop YARN or Apache Mesos.

## Issues:
 No issues require the board's activity at this time.

## Activity:
- REEF 0.15 was released in the report period. It contains significant
  improvements to REEF.NET
- We've seen a significant uptick in the interest in and work towards a fully
  functional REEF.NET on Linux
- Twitter released their new streaming platform Heron in version 0.14. In this
  version, it can be run on Apache Hadoop YARN via a scheduler implemented in
  REEF.

## Health report:
 Overall, the community is healthy: We've seen several new people introduce
 themselves on the dev list, and many of them have started contributing
 already.

 Activity has been down a little bit, which seems to be due to the summer
 vacation schedule of our community. This also caused us to slip on the post-
 graduation cleanup of our PMC membership we asked about in the last report.

## Description:
  Apache REEF (Retainable Evaluator Execution Framework) is a  library for
  developing portable applications for cluster resource managers such as
  Apache Hadoop YARN or Apache Mesos.

## Issues:

  We noticed a glitch in the transition from podling to tlp: some of our PMC
  members didn't make it to the TLP's PMC. The seems like a clerical error.
  We plan on addressing it by holding a single vote to move them all to the
  TLP PMC. Please let us know if we should instead hold individual votes.


## Activity:

 - The team is hard at work producing the next release, our second as a TLP.
   This release will focus on more cleanups of the .NET code as well as
   crucial bug fixes our users require.
 - We are hosting a Google Summer of Code student.
 - Apache REEF was presented at ApacheCon Big Data.
 - There was a good discussion on the mailing list about sharpening the one-
   sentence description of REEF. The result of that work is found above :)
 - We now have continuous builds and tests for all our code, Java and .NET.

Overall activity on the project is up:

 - We have 4 more subscribers and about 25% more emails on the dev list than
   in the three months prior to this report.
 - We saw two completely new contributors in the last month.

## Issues:

  There are no issues requiring board attention at this time

## Activity:

 - The community is working towards release 0.14, the first release
   since graduation.
 - We have one more new committer in the process.
 - We have closed on most of the post-graduation work items.

## Health report:
 - The project is very active, with roughly 10 new commits in flight at all
   times

 A library for rapid system development on top of resource managers like

## Activity:

- The community is working through the post-graduation work [REEF-974].
- Development is progressing towards release 0.14 in January [REEF-811].
- Discussions have started on how to tackle a 1.0 release.
- Carlo Curino, a PPMC member during incubation, has reached out to be part
  to the PMC.

## Health report:

 Activity is similar to recent months, with a notable dip due to the U.S.
 Thanksgiving weekend. There is lots of development activity in fixing bugs
 and clearing out issues. As that work winds down, there is a notable uptake
 in discussions around new features.

Establish the Apache REEF Project

 WHEREAS, the Board of Directors deems it to be in the best interests
 of the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation
 and maintenance of open-source software, for distribution at no
 charge to the public, related to application development on top of
 resource managers.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache REEF Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache REEF Project be and hereby is responsible
 for the creation and maintenance of a software framework for
 application development on top of resource managers; and be it
 further

 RESOLVED, that the office of "Vice President, Apache REEF" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache REEF
 Project, and to have primary responsibility for management of the
 projects within the scope of responsibility of the Apache REEF
 Project; and be it further

 RESOLVED, that the persons listed immediately below be and hereby are
 appointed to serve as the initial members of the Apache REEF Project

REEF (Retainable Evaluator Execution Framework) is a scale-out computing
fabric that eases the development of Big Data applications on top of
resource managers such as Apache YARN and Mesos.

REEF has been incubating since 2014-08-12.

Three most important issues to address in the move towards graduation:

 1. Set up the basic infrastructure: git repository, mailing lists
   (INFRA-8190)
 2. Publish initial code drop along with a code grant
 3. Get approval for name of REEF (PODLINGNAMESEARCH-55)
 4. Update the existing project web site

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 None.

 * All committers have filed ICLAs.
