Terminate the Apache Stratos Project

 WHEREAS, the Project Management Committee of the Apache Stratos
 project has arrived at a consensus to recommend moving the project to
 the Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best
 interest of the Foundation to continue the Apache Stratos project
 due to inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Stratos
 project is hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with
 oversight over the software developed by the Apache Stratos
 Project; and be it further

 RESOLVED, that the office of "Vice President, Apache Stratos" is
 hereby terminated; and be it further

 RESOLVED, that the Apache Stratos PMC is hereby terminated.

 Special Order 7E, Terminate the Apache Stratos Project, was
 approved by Unanimous Vote of the directors present.

## Description:
   Apache Stratos is a highly-extensible Platform-as-a-Service (PaaS)
   framework that helps run Apache Tomcat, PHP, and MySQL applications and can
   be extended to support many more environments on all major cloud
   infrastructures.

## Issues:
 - It seems no one active in the project. I started thread in PMC about moving
   to attic. No one replied. I am not sure what can do for going forward.

## Activity:
 - No any coding activity
 - One user query
 - One user (who were GSOC student) said interesting to contribute to project.
   But no reply from PMC or Committers
 - No any other discussions

## Health report:
 Answers for board auctions raised at last board meeting.
 Q: How many of the 45 are in that "very few" count?
 A: 7 Committers
 Q: How many of the 45 will every commit again, since, iirc,
    WSO2 has dropped any activity related to Stratos?
 A: 10 - 15 Committers. All them are WSO2 employees.

 One suggestion was promoting who ever vote for last release as committers. We
 have not tried that. But my concern is without current committers support it
 is very hard new comers to get used to the code base.

## Description:
   Apache Stratos is a highly-extensible Platform-as-a-Service (PaaS)

## Issues:
 - No issue for last quarter

## Activity:
 - No coding or discussions happened in Stratos 5.0.0 new architecture.
 - Did a bug fixing release 4.1.6 against the 4.x branch which is currently active.
 - Mainly target on existing customers.
 - Few mailing list user quires and answer by PMC members.

## Health report:
 - Very few PMC members and committers were active in bug fixing release.
 - Unfortunately if we can’t start Stratos 5 architecture, people may loose interest.
 - Two non committers voted to the bug fixing release. Thats some good sign

## Description:
   Apache Stratos is a highly-extensible Platform-as-a-Service (PaaS)
   framework that helps run Apache Tomcat, PHP, and MySQL applications and can
   be extended to support many more environments on all major cloud
   infrastructures.

## Issues:
 - No issue for last quarter

## Activity:
 - Last 3 months, there was no significant activities in the project. Started initial
   discussion to reface Stratos to align with new industrial technologies. Discussions
   are in the initial stages. Discussed high-level architecture. No any coding done.

## Health report:
 - Since now Stratos does not having any paid contributors, all PMCs/Committers are
   seems bit busy with their day jobs. They are still settling with their new day jobs.
   But I am expecting PMC/Committers will start some code development soon. But we can't
   expect development speed which previously had. When Strstos 5.0 development starts
   we can expect some new contributors.

## Description:
   Apache Stratos is a highly-extensible Platform-as-a-Service (PaaS)

## Issues:
 - No issue for last quarter

## Activity:
 - Last 3 months, developers are mainly focused on stability of the 4.1.x
   release.  Delivered one bug fixed release. No heavy development happened in
   the last quarter may be due to the holiday season.

## Health report:
 - For last quarter no new committer / PMC member added. I feel people are
   loosing interest in Stratos due to mainly rising of other open source
   projects in same space with bigger backing up. I believed Stratos community
   need to find right place to play with other open source project. Also WSO2
   stopped providing paid contributors to the project. This will affect to
   slow down the project ,because all full time contributors were WSO2
   employees. But PMC is strong enough to take forward the project.

## Description: 
Apache Stratos is a highly-extensible Platform-as-a-Service (PaaS) framework
that helps run Apache Tomcat, PHP, and MySQL applications and can be extended
to support many more environments on all major cloud infrastructures.  

## Issues: 
Currently this in not a major issue, but this may become mainstream near
future. Stratos support run application on both virtual machines and
containers. Container support is  implemented on top of kubernetes project.
Stratos provided autoscaling and composite application support on top of
kubernetes. Kubernetes project is running very healthy with larger community
support. (more than 500 code contributors) They are going to  support all
features that provided by Stratos on top of them. Since Kubernetes also
opensource project, PMCs have some concern of duplicating effort on same
space. Stratos may need to identify right space and move forward collaborating
with other opensource projects like kubernetes.

## Activity:
All 5 GSoC projects are successfully completed. Stratos 4.1.0 major release
done.  Which included two main features, docker container support and
composite application model.  Community discussed doing biweekly minor
releases and successfully executed and end up doing 4 minor releases (4.1.1,
4.1.2, 4.1.3, 4.1.4). Also improved automated test coverage significantly,
which help to do releases without recurring major effort on testing.

 - Stratos community was very active in last 3 months. All 5 GSoC students are

Establish the Apache Stratos Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software, for distribution at no charge to
 the public, related to providing an implementation of a
 Platform-as-a-Service Framework.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Stratos Project",
 be and hereby is established pursuant to Bylaws of the
 Foundation; and be it further

 RESOLVED, that the Apache Stratos Project be and hereby is
 responsible for the creation and maintenance of software
 related to providing an implementation of a Platform-as-a-Service
 Framework; and be it further

 RESOLVED, that the office of "Vice President, Stratos" be
 and hereby is created, the person holding such office to
 serve at the direction of the Board of Directors as the chair
 of the Apache Stratos Project, and to have primary responsibility
 for management of the projects within the scope of
 responsibility of the Apache Stratos Project; and be it further

 hereby are appointed to serve as the initial members of the

Stratos will be a polyglot PaaS framework, providing developers a
cloud-based environment for developing, testing, and running scalable
applications, and IT providers high utilization rates, automated resource
management, and platform-wide insight including monitoring and billing.

Stratos has been incubating since 2013-06-20.

Three most important issues to address in the move towards graduation:

 1. Resolve name search issue

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 The Stratos PPMC would be glad if the name search issue could be resolved

How has the community developed since the last report?

 Six new committers & PMC members have been added to the project. (In
 Stratos, committers are also invited to join the PMC).  Community members
 have written several blog posts.  Lakmal Warusawithana was unanimously
 elected as the potential Stratos PMC chair.

How has the project developed since the last report?

 Stratos has developed a very active community. Community diversity was a
 concern during the last report as well, and it is being addressed by bringing
 in a number of non-WSO2 committers & PPMC members.  There is lot of interest
 expressed from & participation from many people.  A single Stratos
 distribution with multiple profiles has been created.  The team is also
 working on creating a simple VM which will allow people to easily try
 Stratos out. This will bring down the barrier to entry most potential
 contributors are facing right now, since setting up Stratos is a bit
 tedious right now.  The project is actively working towards further
 diversification by attracting more non-WSO2 contributors. The domain
 stratoslive.com has been donated by WSO2 to the Stratos PMC.  The project
 seems ready for graduation.  A draft resolution towards graduation has been
 prepared & is being reviewed.  The community is thinking about starting a
 graduation vote in the near future.

 Stratos, committers are also invited to join the PMC). Seven Google
 Hangouts were held in order to educate the community about the project &
 the technical details/architecture in the project. Conduct a Cloud BarCamp
 on 28th October to enable the Stratos community members as well as other
 Apache cloud project community members to meet up & exchange ideas & build
 synergy. Community members have also written several blog posts. The
 project has also seen a number of new contributors who have started
 actively participating in the project.

How has the project developed since the last report?

 Stratos 3.0.0-incubating released. Started discussions on new architecture
 and start working on that. Five developer previews (Stratos 4.0.0
 milestones) has been released on new architecture.

Stratos has been incubating since 2013-06-20.

Three most important issues to address in the move towards graduation:

 1. Moving all Stratos related trademarks from WSO2 to Apache. Certain
    WSO2 technologies such as StratosLive still bear the Stratos name.
    These have to be resolved in the near future. We are in the process of
    sorting these out.
 2. Get the first Apache Stratos (incubating) release out, and in the
    process ensure all ASF release requirements are met.
 3. Build the community

aware of?

How has the community developed since the last report?

 Three new committers & PMC members have been added to the project. (In
 Stratos, committers are also invited to join the PMC). Six Google
 Hangouts were held in order to educate the community about the project &
 the technical details/architecture in the project. A Cloud BarCamp is
 being organized for end of October to enable the Stratos community
 members as well as other Apache cloud project community members to meet
 up & exchange ideas & build synergy. Community members have also written
 several blog posts. The project has also seen a number of new
 contributors who have started actively participating in the project.

How has the project developed since the last report?

 Code has been refactored to get rid of non ASL 2.0 compatible third party
 library dependencies.  Package names have been changed. License files
 added. Several bugs have been fixed. Builds have been made available for
 review & testing. In anticipation of the first release, the project has
 made available several RC packs to get community feedback. Documentation
 has been added to the wiki. The project site has been properly setup. The
 roadmap discussions are currently taking place on the dev list.

   Stratos appears in a solid shape and working on its first incubator
   release. That said, their report is late which makes it difficult for
   the shepherding work to feel complete. I will try to ping some of the

Stratos will be a polyglot PaaS framework, providing developers a cloud-based
environment for developing, testing, and running scalable applications, and IT
providers high utilization rates, automated resource management, and
platform-wide insight including monitoring and billing.

Stratos has been incubating since 2013-06-20.

 2. Perform IP audit of the codebase
 3. Perform a release

 We have moved the code into the ASF repo.

 place.  Looks to be excellent energy with the usual impatience with
