Establish the Apache StreamPark Project

 WHEREAS, the Board of Directors deems it to be in the best interests of
 the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the public, related to Make stream processing easier! Easy-to-use
 streaming application development framework and operation platform.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache StreamPark Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache StreamPark be and hereby is responsible for
 the creation and maintenance of software related to Make stream
 processing easier! Easy-to-use streaming application development
 framework and operation platform; and be it further

 RESOLVED, that the office of "Vice President, Apache StreamPark" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache
 StreamPark Project, and to have primary responsibility for management
 of the projects within the scope of responsibility of the Apache
 StreamPark Project; and be it further

 RESOLVED, that the persons listed immediately below be and hereby are
 appointed to serve as the initial members of the Apache StreamPark
 Project:

 RESOLVED, that the Apache StreamPark Project be and hereby is tasked with
 the migration and rationalization of the Apache Incubator StreamPark

 StreamPark podling encumbered upon the Apache Incubator PMC are hereafter

 Since the last report, We have added two new committers, released two
 Apache versions and 20 new developers have joined the community, bringing
 the total number of developers to 142. More and more users are starting to
 use StreamPark

 Since the last report, we have released two Apache versions. The
 community has finalized the release schedule for version 2.1.4 and is
 currently voting in the incubator. We also improved the document to enhance
 readability.

 Since entering the Apache Incubator (2022.09.01), we have added 7 new
 contributors, bringing the total to 73 now. The number of dev mail
 subscriptions is 20. The number of PR that have been merged is 111

 This is our first report after the StreamPark project is accepted for
 Apache Incubator.  We are preparing for the first Apache release , with
 many contributors contributing, and  many features will be released in our
 first Apache release.
