## Description:
The mission of Apache Submarine is the creation and maintenance of software
related to allowing infrastructure engineers and data scientists to build deep
learning applications (TensorFlow, PyTorch, etc.) end to end on cluster
management platforms (like YARN/K8s)

## Project Status:
Current project status: We're working on the 0.8 release and will release it
within the next two weeks. Currently, we are designing and implementing a new
feature called Submarine Manager, which can automatically manage and deploy ML
infrastructure, such as training operators and Ray servers.

## Membership Data:
Apache Submarine was founded on 2019-10-15 (4 years ago)
There are currently 36 committers and 11 PMC members in this project.
The Committer-to-PMC ratio is roughly 3:1.

Community changes, past quarter:
- The latest committer was added on 2023-01-05 (Xiang Chen).
- The latest PMC member was added on 2022-07-25 (Brandon Lin).

## Project Activity:
- We are preparing to make release candidates for 0.8 in the coming week
- Refactor code base.
- Bug fixes, and update the contribution guide.

## Community Health:
The number of contributors on github increased, and more people have asked
questions about deployment, and been trying to adopt Submarine internally. The
community sync has two new members.

Change the Apache Submarine Project Chair

 WHEREAS, the Board of Directors heretofore appointed Liu Xun (liuxun)
 to the office of Vice President, Apache Submarine, and

 WHEREAS, the Board of Directors is in receipt of the resignation of Liu
 Xun from the office of Vice President, Apache Submarine, and

 WHEREAS, the Project Management Committee of the Apache Submarine
 project has chosen by vote to recommend Kevin Su (pingsutw) as the
 successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Liu Xun is relieved and discharged
 from the duties and responsibilities of the office of Vice President,
 Apache Submarine, and

 BE IT FURTHER RESOLVED, that Kevin Su be and hereby is appointed to the
 office of Vice President, Apache Submarine, to serve in accordance with
 and subject to the direction of the Board of Directors and the Bylaws
 of the Foundation until death, resignation, retirement, removal or
 disqualification, or until a successor is appointed.

 Special Order 7A, Change the Apache Submarine Project Chair,
 was approved by Unanimous Vote of the directors present.

## Description:
The mission of Apache Submarine is the creation and maintenance of software

learning applications (TensorFlow, PyTorch, etc.) end to end on cluster

## Project Status:
Current project status: Ongoing: low activity
Issues for the board: Only a few companies are using the open source project,
 and many Chinese developers have reduced their work on the project
due to the deteriorating working environment

## Membership Data:
Apache Submarine was founded 2019-10-16 (4 years ago)
There are currently 36 committers and 11 PMC members in this project.
The Committer-to-PMC ratio is roughly 3:1.

Community changes, past quarter:
- No new PMC members. Last addition was Xiang Chen on 2023-01-06.
- No new committers. Last addition was Brandon Lin on 2022-07-26.

## Project Activity:
The functions of the current project can meet the needs of use,
so there is no new function to add.

## Community Health:
The community is considering being able to support OpenAI,
large model training, and the combination.
I got some good feedback from developers and hope to
add vitality to the project.

Meetups and Conferences:
- Technical exchange meetings are held twice a week.

## Community Health:
Submission activities have dropped significantly this quarter.
The main reason is that there are many college students among the
contributors of the project, and many students went out to
participate in off-campus internships or graduations this quarter.
The number of contributors has also remained unchanged.
There are 21 contributors active this quarter,
which is a good number for this project.
We are cultivating newly enrolled students to participate
in the development of the community,
and we are also attracting corporate users to participate
in the development of the community.

Technical exchange meetings are held twice a week.
In the past six months, the community has been mainly in the direction
of improving use experience.

## Community Health:
- dev@submarine.apache.org had a 47% decrease in traffic in the past quarter.
- users@submarine.apache.org had a 192% increase in traffic in the past quarter.
- 39 commits in the past quarter (25% increase).
- 8 code contributors in the past quarter (14% increase).
- 30 PRs opened on GitHub, past quarter (11% increase).
- 34 PRs closed on GitHub, past quarter (41% increase).

## Community Health:
There was a significant decrease in submission activity this quarter.
The main reason for this is that many of the project's contributors
are college students, many of whom were away on off-campus internships
or had difficulty finding jobs this quarter.
We understand that 2 companies have customized their development
using submarine as the basis for their machine learning platform in-house,
but they have not given back to the community the enhancements
made to submarine because they do not have time to participate
in community development now that the economy is not doing well.
We will try to keep the community active.

 to give a presentation and promote the submarine project.

## Description:
Apache Submarine's mission is to build software for infrastructure engineers
and data scientists to build machine learning workbenches.
Software that allows infrastructure engineers and data scientists
to build machine learning applications (TensorFlow, PyTorch, etc.)
on k8s clusters.

## Issues:
There are no issues requiring board attention.

## Membership Data:
Apache Submarine was founded 2019-10-16 (2 years ago)
There are currently 30 committers and 10 PMC members in this project.
The Committer-to-PMC ratio is 3:1.

Community changes, past quarter:
- No new PMC members. Last addition was Kai-Hsun Chen on 2021-07-27.
- Lisa Chang was added as committer on 2022-01-05

## Project Activity:
Software development activities.

 - We released version 0.7.0-RC0 on 2022-03-01.
 - With version 0.7.0, we have completed all the service
   capabilities envisioned at the project's inception.
 - After version 0.7.0, users will be able to do machine learning,
   model training, and service online capabilities in the
   Submarine project completely independently, which is all very exciting.

Gatherings and meetings.

 - On January 10, three PMC members and four committer members
   attended a collaborative project development meeting at DiDi Company.
 - On January 15, 2 pmc members and 3 committer members had
   a co-development meeting with a software integration company
   in China to exchange ideas.

## Community Health:
Commit activity was down somewhat this quarter (-20%).
The number of contributors remained similarly unchanged,
and we discussed this at our regular project meetings,
with the majority of people commenting that it was
affected by the current COVID-19 outbreak.

There was a moderate increase in traffic to the user mailing list,
with some of the questions pointing to needed
documentation fixes (i.e., "What does this thing actually do?
What does it actually do?") .

Meetups and Conferences:
- We created the submarine project channel on youtube.
- Technical exchange meetings are held twice a week.
In the past six months,
it has mainly focused on the model online services and K8s operator.

## Community Health:
Submission activities have dropped significantly this quarter (-63%).
The main reason is that there are many college students
among the contributors of the project,
and many students went out to participate in off-campus
internships or graduations this quarter.
The number of contributors has also remained unchanged.
There are 21 contributors active this quarter,
which is a good number for this project.
We are cultivating newly enrolled students to participate
in the development of the community,
and we are also attracting corporate users to participate
in the development of the community.

The traffic of the development mailing list increased slightly.
The main reason was that we posted the minutes of each meeting to the mail,
which attracted many users to participate in the slack channel of the project.

The submarine project is now in China,
and two large Internet companies and industrial manufacturing companies
have begun to use it.
We strive to bring the submarine project into the production environment.

## Project Activity:
0.5.0 release is currently being voted on. It was delayed multiple times since
October due to infra issues (the docker images were too big for the repository),
but the progress is being made steadily.

Wangda and Zhankun spoke about the Apache Submarine project at the ApacheCon.

0.6.0 release is being scoped, which should include features like security.

## Community Health:
Community participation continue to be good and growing. The weekly sync
(Mandarin) attracts more than 10 participants regularly.

to run machine learning unmodified Tensorflow or PyTorch programs on YARN or

- Submarine workbench for note book service.

management to help community move ahead.

  Submarine is an important part of the mini-course.

 WHEREAS, the Board of Directors deems it to be in the best interests of
 the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the public, related to allowing infrastructure engineers and data
 scientists to build deep learning applications (TensorFlow, PyTorch,
 etc.) end to end on cluster management platforms (like YARN/K8s).

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache Submarine Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache Submarine be and hereby is responsible
 for the creation and maintenance of software related to allowing
 infrastructure engineers and data scientists to build deep learning
 applications (TensorFlow, PyTorch, etc.) end to end on cluster
 management platforms (like YARN/K8s); and be it further

 RESOLVED, that the office of "Vice President, Apache Submarine" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache
 Submarine Project, and to have primary responsibility for management of
 the projects within the scope of responsibility of the Apache Submarine
