Terminate the Apache Trafodion Project

 WHEREAS, the Board of Directors deems it no longer in the best
 interest of the Foundation to continue the Apache Trafodion project
 due to inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Trafodion
 project is hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with
 oversight over the software developed by the Apache Trafodion
 Project; and be it further

 RESOLVED, that the office of "Vice President, Apache Trafodion" is
 hereby terminated; and be it further

 RESOLVED, that the Apache Trafodion PMC is hereby terminated.

 Special Order 7H, Terminate the Apache Trafodion Project, was
 approved by Unanimous Vote of the directors present.

## Description:
The mission of Apache Trafodion is the creation and maintenance of software
related to webscale SQL-on-Hadoop solution enabling transactional or
operational workloads.

## Issues:
 - There are no issues requiring board attention at this time.

## Membership Data:
Apache Trafodion was founded 2017-12-20 (3 years ago)
There are currently 25 committers and 15 PMC members in this project.
The Committer-to-PMC ratio is 5:3.

Community changes, past quarter:
- No new PMC members. Last addition was Anoop Sharma on 2018-12-06.
- No new committers. Last addition was Zalo Correa on 2020-03-25.

## Project Activity:
The project produced release 2.4.0 in May. The project continues to work to
improve the product. Currently efforts are under way to have the next release
produced.

## Community Health:
Interactions between community member, including activities relating to code
improvements continued to decline during last quarter. Though this may be
related to current global economic uncertainties, as well as being the
vacations period, the project continues to monitor the situation. The PMC
regards the project still as a healthy organisation.

## Description:
The mission of Apache Trafodion is the creation and maintenance of software
related to webscale SQL-on-Hadoop solution enabling transactional or
operational workloads.

## Issues:
There are no issues requiring boards attention.

## Membership Data:
Apache Trafodion was founded 2017-12-20 (2 years ago) There are currently 25
committers and 15 PMC members in this project. The Committer-to-PMC ratio is
5:3.

Community changes, past quarter:
- No new PMC members. Last addition was Anoop Sharma on 2018-12-06.
- Zalo Correa was added as committer on 2020-03-25

## Project Activity:
The search for contributors eligible for privileges continues and paid off,
leading to adding Zalo Correa to the pool of committers. The community
continues to work to improve the product, and released a new version of the
product. Currently efforts are under way to have the next release produced.

## Community Health:
Interactions between community members, including activities relating to code
improvements showed significant declines during the last quarter. Though this
may be related to current global economic uncertainties, the PMC continues to
monitor the situation. The PMC regards the project still as a health
organisation.

At the moment of establishing this draft following metrics were available:

- In the last month of the quarter a new suggestion to consider a contributor
  for privileges was brought before the PMC. The PMC has started a vote on
  that suggestion in the last days of the quarter.
- No security issues were reported.

## Community Health:
 - Subscriptions to the (public) mailing lists showed stable numbers compared
   to previous quarter (for details see section Mailing List activity below).
- Compared to previous quarter, the community involvement showed a stable
  participation on the dev and user mailing list.
 - The PMC regards the project as healthy (Community Health Score: 2.25).

The latest release of the project was r2.3.0, which was released to the public
on 2019-02-27. The project continues to work on improving the products, and
working towards a new release. In the coming period the PMC will continue to
work on on boarding new committers.

## Community Health:
Activities on the project's main mailing list (dev@) rose back - and
over - to levels before last reporting period. However, activities on
some other mailing lists decreased further.

While the increase on activities is a positive, the decreases on the
other mailing lists and the decreases regarding JIRA, Github Pull-Requests
and commits indicate that the interest in the project is in decline.

The PMC regards the project still as healthy, but will continue to monitor
the situation.

operational workloads for Big Data applications.

## Issues:
There are no issues requiring the attention of the board at this moment.

## Membership Data:
Apache Trafodion was founded 2017-12-20 (2 years ago) There are currently 24
committers and 15 PMC members in this project. The Committer-to-PMC ratio is
1.6:1.

The Subscriber-to-Committer ratio is 3.6:1.

Community changes, past quarter:
- No new PMC members. Last addition was Anoop Sharma on 2018-12-06.
- No new committers. Last addition was Prashanth Vasudev on 2018-11-13.

## Project Activity:
The latest release of the project was r2.3.0, which was released to the public
on 2019-02-27. The project continues to work on improving the products, and
working towards a new release. In the coming period the PMC will continue to
work on on boarding new committers.

## Community Health:
In the reporting quarter the project experienced significant decreases of
activities in the mailing lists, compared to the previous reporting quarter.

The decrease of activities seem to be anomalous, when the period is compared
to previous periods and the same period of the previous reporting year.
However, activities in the previous reporting period was quite high to get the
release out. The pull-request on GitHub and commit activities show similar
decreases.

At the moment, there is insufficient data to draw conclusion. Upcoming quarter
will prove whether this is the new reality.

The PMC regards the project, even though there are significant drops in
activities, still as healthy.

 - In the past quarter 3 contributors have been identified that are eligible
   for commit privileges. It is expected that a decision on each will be taken
   in the next quarter. No security issues were reported.

## Health report:

   to previous quarter (for details see section Mailing List activity below).
   However, the main public mailing list (dev@) showed a decline of about 45.
 - Compared to previous quarter, the community involvement showed a stable

## Activity:
 - In the last quarter the community worked to get a new release out.
 - The community continued working on tickets and participating on the
   Project's mailing list in line with previous months.
 - Repositories of the project were migrated to gitbox.
 - The PMC onboard two new members in this quarter, and one new com-
   mitter was added.

## Health report:
 - Subscriptions to the (public) mailing lists showed stable numbers
   compared to previous quarter (for details see section Mailing List
   activity below).
 - Compared to previous quarter, the community involvement showed a
   stable participation on the dev and user mailing list, while sharp
   increases were noticed for the notifications for code review and
   ticket creation, comment and resolution (for details see section
   Mailing List activity below). This sharp increase was partly the
   result of migration of repositories to gitbox.
 - The PMC regards the project as healthy.

 - Work continues on getting a new release out.
 - The PMC onboarded one new member in this quarter.
 - Focus of the PMC remains on growing the community, and is expected
   to onboard two new members in next quarter.


## Health report:

 - Subscriptions to the (public) mailing lists showed stable numbers
   compared to previous quarter (for details see section Mailing List
   activity below).
 - Compared to previous quarter, the community involvement showed a
   stable participation on the dev mailing list, while sharp declines
   were noticed for the user mailing list and regarding notifications
   for code review and ticket creation, comment and resolution (for

   as being healthy.

- A meet up was held in the Peoples Republic of China (in Shanghai), hosted by
 DBAPlus: contributor (and PMC Member) Ming Liu gave a presentation to
 introduce Apache Trafodion.
- On The Roaring Elephant podcast contributor Rohit Jain was interviewed
 regarding the project and our product.
- Rotation of the role of release manager continues; the community thanks Ming
 Liu for the activities on release 2.2.0. Contributor Sean Broeder has
 volunteered to be the release manager for release 2.3.0.

## Health report:
- During last quarter across the board the number of postings to mailing lists
 was slightly lower.

- During the first week of February the official registration of new
committers Liu Yu and Sean Broeder came through.
- The community continued working on tickets and participated on the
Project's mailing list in line with previous months.
- Work continues on getting a new release out.
- Focus of the PMC remains on growing the community.


## Health report:
- During this 3rd month of our post graduation reporting cycle the
community of the project performed similarly as in the previous
2 months.
- Subscriptions to the (public) mailing lists remained on par with
previous 2 months.
- Compared to previous 3 months, the community involvement shows a 50%
growth in number of emails submitted across all mailing lists,
and an increase of 60% of JIRA tickets filed.

- The PMC regards the project as healthy.

## Issues:

## Activity:
 - In January graduation issues were addressed and successfully concluded.
   Mailing list security@trafodion.a.o was implemented and identified
   moderators were associated with the mailing list. Our Website was updated
   to reflect the implementation.

 - In January PMC Members were asked to propose new candidates for privileges
   (commit and PMC). 2 candidates for commit privileges were indentified, and
   procedural votes for both were called. After both votes were closed, both
   candidates (Sean Boeder and Liu Yu) were invited to accept their
   privileges. Both candidates did and onboarding processes were initiated.

 - In January the official graduation announcement was designed (in
   collaboration with the Marketing and Publicity office), and was sent to
   various news agencies, and to the public via announce.a.o. This led to
   several take-ups via twitter, linked-in and other social media platforms.

 - Community interactions via the mailing lists is looking good (see
   statistics).

 - Social Media attraction:

Establish the Apache Trafodion Project

 WHEREAS, the Board of Directors deems it to be in the best interests
 of the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the public, related to a webscale SQL-on-Hadoop solution enabling
 transactional or operational workloads.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache Trafodion Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it
 further

 RESOLVED, that the Apache Trafodion Project be and hereby is
 responsible for the creation and maintenance of software related to a
 webscale SQL-on-Hadoop solution enabling transactional or operational
 workloads; and be it further

 RESOLVED, that the office of "Vice President, Apache Trafodion" be and

 direction of the Board of Directors as the chair of the Apache

Trafodion is a webscale SQL-on-Hadoop solution enabling transactional or
operational workloads on Hadoop.

Trafodion has been incubating since 2015-05-24.

Three most important issues to address in the move towards graduation:

 1. Develop community and bring in more diverse contributors.
 2. Work on our second release, including convenience binaries and
    support for Apache HBase 1.x without a commercial distribution.
 3. Continue the momentum and become more integrated with the
    rest of the Apache community.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 * Lars Hofhansl and Andrew Purtell resigned as mentors.

How has the community developed since the last report?

 * Participation in public lists has been increasing:
   809 messages in the codereview forum, 1051@commits,
   561@dev, 1377@issues and 320@user.
 * Steve Varnau has agreed to be the release manager for
   our next release.
 * A logo for Apache Trafodion was adopted by vote in February.

How has the project developed since the last report?

 * Completed our first release in incubation, Trafodion 1.3.0,
   on Jan 11, 2016. Many thanks go to Roberta Marton, the release manager.

 * Completely redesigned the web page, http://trafodion.apache.org
   and moved content from the wiki to the site, following the example
   of other Apache projects.
 * Published documentation in form of HTML and PDF manuals.
 * 287 commits from 23 contributors.
 * 200 JIRAs filed and 139 resolved in the last three months.

When were the last committers or PMC members elected?

 RuoYu Zuo was announced as a new committer in February.
 The last PMC members were announced in November 2015.
 In both cases the election happened a few weeks earlier
 but it took some time to get the necessary karma.

 1. Develop and diversify community and a deeper understanding of the
    Apache Way.
 2. Resolve remaining license conflicts and make our first Apache
    (incubating) release.
 3. Streamline incubator website, so that it is easy for new contributors
    to get started.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 None.

How has the community developed since the last report?

 * Presented a talk at Apache: Big Data, 2015 in Budapest
 * Presented at NY Hadoop user group meetup
 * Roberta Marton has volunteered as Release Manager, for our first Apache
   release. The release is planned for the second half of December.
 * JIRAs being created by end users.
 * 14 new members filed an iCLA indicating interest to contribute to
   Trafodion, during the previous three months
 * User participation in public lists remains steady. 612@codereview,
   430@commits, 435@dev & 1364@issues during previous three months.
 * In the last month alone we had 137@codereview, 105@commits, 204@dev &
   370@issues.
 * Distinct culture shift -- discussions have moved out from private
   distribution lists into public Apache distribution lists

How has the project developed since the last report?

 * Wiki migration complete. New pages added regularly.

 * A website revamp is in progress
 * 18 authors have made 145 commits to master during previous three months.
   45,084 line additions, 109,035 deletions. 18 authors made 51 commits
   during November alone.
 * 177 JIRAs created and 262 resolved during September-November 2015, with
   83 created/42 resolved in November alone
 * Held our first IPMC vote for a release, for which we got much valuable
   feedback. We are currently addressing the issues and getting ready to
   try again
 * Much effort has gone into simplifying the install and build processes

When were the last committers or PMC members elected?

 Selvaganes Govindarajan, Anoop Sharma and Hans Zeller elected as
 committers and PPMC members in November, 2015.

   organizations.
 * Contribution in terms of code from an end user.
 * First committer elected from community that was introduced to Trafodion
   since incubation.
 * User participation in public lists remains steady.
 * Distinct culture shift -- discussions have moved out from private
   distribution lists into public Apache distribution lists

How has the project developed since the last report?

 * Wiki migration almost complete. Several new pages added.

 * 14 authors have made 51 commits to master in August. 5,574 files
   changed, 111,847 line additions, 93,047 deletions.
 * 41 JIRAs created and 1000 resolved in August2015
 * Copyright header changed in all source files.

of?

 None.

How has the community developed since the last report?

 * All issues are now discussed through JIRAs.
 * An on boarding process for new contributors has been documented in the
   wiki.
 * We have 30 contributors from more than 4 organizations.
 * Accepted to present at ApacheCon in Budapest on September 30.
 * At least 2 users have been guided through public lists as they try out
   the product.

How has the project developed since the last report?

 * Website up at http://trafodion.incubator.apache.org/
 * 5 pages added to the wiki at
   https://cwiki.apache.org/confluence/display/TRAFODION/
 * Daily builds are being done using a CI system outside of ASF
   Infrastructure.
 * 17 authors have made 29 commits to master in July. 165 files changed,
   9518 lines additions, 5742 deletions.
 * With migration from previous issue tracking system completed we have
   1415 JIRAs created and 36 resolved in July 2015

 Contributions in the form of code, tests, JIRAs and a logo from about a
 dozen individuals, including a committer from another Apache project.
 Podlings learning about Apache way with guidance from Mentors through
 various mailing lists.

 Software Grant from HP completed

 Git repository migrated to Apache

 Daily builds are being done using a CI system outside of ASF
 Infrastructure.

 9 submissions from 7 contributors merged. 5 more in the review pipeline.

1. Software Grant so can migrate code to Apache
2. Podling name search pending
3. Get rest of the project infrastructure in place.  Migrate git
repositories, migrate from LaunchPad to JIRA, set up webpage and
builds
4. Develop community

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be aware of?

None.

How has the community developed since the last report?

This is the first board report for Trafodion in incubator less than
two weeks. There have been some sign-ups on the dev list.

How has the project developed since the last report?

At this time, some of the basic project infrastructure is set up (git
repo, JIRA on Wednesday of this week, and wiki).  Some committers
(also PPMC members) have their accounts and are subscribed to the dev,
commits and private lists.
