## Description:
The mission of Turbine is the creation and maintenance of software related to A
Java Servlet Web Application Framework and associated component library

## Project Status:
Current project status: Ongoing with low activity and at least 3
PMC members ready to engage. Some components of the project are dormant.
Issues for the board: No issues for the board this quarter.

## Membership Data:
Apache Turbine was founded 2007-05-16 (17 years ago) There are currently 12
committers and 9 PMC members in this project. The Committer-to-PMC ratio is
4:3.

Community changes, past quarter:
- No new PMC members. Last addition was Jeffery Painter on 2017-11-12.
- No new committers. Last addition was Youngho on 2021-12-06.

## Project Activity:
Released components this quarter:
- Fulcrum Security 3.0.0: 2023-11-03

Turbine Core 6.0.0 release candidate is currently in approved voting state and
expected to be released soon.

## Community Health:
As last quarter, code contributions continue on a low level. Turbine core
release is almost completed, which includes some effort in more up-to-date
build processes (reproducible build). Having finished the current release, and
as already discussed in 2022, Java support will now move on to at least Java
version 17 or above for upcoming releases.

Fulcrum Parser 3.0.0 was released on 2023-10-10. Fulcrum Testcontainer 2.0.0
was released on 2023-08-23.

Completed GIT migration with only dormant or obsolete components now still in
SVN.

## Community Health:

Code contributions continue on a low level. Required component releases for a
Turbine core release are completed or in progress (component Fulcrum SecuritY)
and the next core release v5.2 is expected in the upcoming quarter.

## Description:

## Project Status:

## Project Activity:

Last main release was Turbine Core 5.1 on 2021-12-13.

Released components this quarter:

Fulcrum Yaafi 2.0.0 was released on 2023-07-31.
Fulcrum Intake 3.0.0 was released on 2023-06-29.

It is now resolved, that java 11 level is the current level to be supported.

## Community Health:

Currently code activity is at medium to low levels and this quarter only from
one contributor. On the user list - as already was quite common before -
migration issues where discussed. The best advice for the project's future
seems to be focusing on the support of core components, that is Torque
integration, consolidation and improvements as a simple web framework with
easy installation / first steps. Nevertheless discussions/efforts to integrate
JDO or preparing a gradle/gretty environment, etc. would be welcome as well.

## Description:

## Project Activity:
This quarter was quite calm with only maintenance commits, build optimizations
and a general discussion about the state and future direction of Turbine (Java
prerequisites, build environment and more, see below). Starting the new
release cycle is just on the very beginning.

Enough code is already in the pipeline for an upcoming final Turbine release,
but has to wait for some intermediate steps: Releasing about 4-5 Fulcrum
components and finishing final testing.

Recent Turbine releases:
- Turbine 5.1 Maven Archetype 2.0.0 was released on 2022-09-23.
- Turbine-Parent-POM-11 was released on 2022-01-10.
- Turbine Core 5.1 was released on 2021-12-13.

Last Fulcrum Releases:
- Fulcrum Security 2.1.0 was released on 2021-11-03
- Fulcrum JSON 2.0.1 was released on 2021-06-29.
- Fulcrum Quartz 1.1.2 was released on 2021-06-29.

## Community Health:
Although some response was given after coming up with a more strategic release
planning demonstration on the developer mailing list, it was not as much as
the initiator hoped it would be given. On the other side the result could be
read that no major change in the next release is considered to be required.
That is, the current calm state is expected before starting the (almost
overdue) next release cycle, which will demand some, but not exceedingly high
effort to get it done.

There is a release proposal for a Turbine Core 5.2 version and dependent
Fulcrum components this year.

As it is of some effort (for this small scale project), it has still to be
resolved, which java version level should be supported (JDK 11 or stepping
forward to JDK v18 or even wait for v20) in upcoming releases.

## Community Health:

Turbine project has seen only quite low levels of activity in the last
quarter. The community has still to become more activated again to gather
wishes and proposals and response awaited about the future release plan on the
the developer and user mailing lists.

## Project Activity:

Component Releases in this quarter:

- Turbine 5.1 Maven Archetype 2.0.0 was released on 2022-09-23

That is the final module or component for the current stable Turbine 5.1 main
release to be complete.

The head / developer versions are now upgraded to Java 11. Turbine Wiki
starting page was updated and CI semi-automatic site generations are checked and
fixed.

## Community Health:
This quarter Turbine activity has been below average level. After a lot of
cleanup and the last release now completed, community has to be activated to
be informed about it and to gather wishes and get proposals (using the users
and developer mailing lists and optionally other channels).

## Project Activity:
Core code contributions and code cleanup took place. In other respects this
was a quite quarter. Last main release was Turbine Core 5.1 on
2021-12-13. No Fulcrum components are released this quarter.

## Community Health:
This quarter's Turbine activity has below average level.
As discussion already took place about the next development steps
- which were very openminded - we are still more or less in a waiting state
or holding point, where and how to begin with exactly (what the big
picture should be, how to keep up with upcoming Java releases and their
impact on the project).
This includes also a step forward preparing a new (main) release, which
is always a chance to engage more of the community (probably more, if done
as a minor release).

## Project Activity:

Current code consolidation work includes:
- release of Turbine archetype (overdue),
- prepare support for upcoming java versions (beginning) and
- still more updating the build processes (using e.g.  dependabot, that is
 cross cutting for all components).


## Community Health:
This quarter Turbine activity has been below average level. Some feedback was
given from the community, what to do next including feature ideas. Next (not
yet resolved) steps should also include preparing "easy to fix" issues,
which could be adopted and updating more advanced targets, e.g. replace Torque
as default ORM or add support for JDO ORM.

## Project Activity:

Component Releases in this quarter:

- Turbine-Parent-POM-11 was released on 2022-01-10.
- Turbine Core 5.1 was released on 2021-12-13.

The relevant Log4J2 fixes were done in Turbine-Parent-POM v11, which is the
parent of all Turbine/Fulcrum components (in development).

Structural changes due to the GIT migration are becoming more complete
including site building with Jenkinsfile and more documented. Find a summary

## Community Health:

We are happy Youngho Cho accepted the invitation to become part of Turbine
project as a committer. We prospectively have to do still more documentation
and probably automatic testing to keep the code stable and running on one side
and to open up the component structure and provide more elaborated working
bundles to start coding more easily.

## Project Activity:

Released components were:

- Turbine Parent Assembly 1.0.2 was released on 2021-10-04.
- Turbine Parent POM 9 was released on 2021-10-08.
- Fulcrum Security 2.1.0 was released on 2021-11-03.

SVN to GIT migration + asf publishing has been almost completed for all active
subprojects. Further infrastructural related steps are in progress, e.g.
Jenkins integration. Hibernate Integration Module was deactivated in Fulcrum
Security due to security reasons before the release (earmarked in issue
TRB-103).

## Community Health:

This has been a little bit more busy quarter for Apache Turbine. The project
is now much more visible, flexible and prepared for the future with Github
communication channels now activated, that is PR and issues, the latter only
partially. Upcoming questions are expected and already discussed and resolved,
e.g. how to resolve PRs.

Though documentation requires more consistency, the importance of
turbine-archetypes as an entry point will result in a release in the near
future before or after turbine-core release, which is now ready to be
prepared. Last but not least by providing an up-to-date trial environment we
hope that some new or old contributors or committers may find their way to the
project more easily.

Releases of Fulcrum Security, Turbine Core are done next. Turbine Archetype
(already on Github) is in preparation with improved build environment settings.

## Community Health:
- Turbine project has seen above average levels of activity in the last
  quarter in dev mailing list and commits.
- Using all of the existing incoming/outgoing channels (GitHub, Mailing lists,
  SVN and Websites) is important and helpful. Discussion started/is going on,
  how to migrate our component delegated web site generation structure.

  release, which is expected to be in the next or the following quarter.
- Turbine project community shows good readiness in answering questions and
  fixing any issues.

Main code activity was about accomplishment of Db Torque 5 integration in an
upcoming release, adding a new feature (URL mapping) into Turbine Core and
security updates in dependencies.

## Community Health:
- Turbine project has seen above average levels of activity in the last
  quarter in dev mailing list and commits.
- Active community seems to be small, but at least stable and prepared to help
  out, if needed, although efforts need to be taken to attract potential new
  community members. Accompanying the next main release (Turbine core) with a
  site revision seems to be the best way to test / achieve this first step.

- More work is done in aligning integrations (e.g. Torque 5.0 into
  Turbine Modules Core, Archetype, Fulcrum Security).
- Work started / is to be expected in updating site and development (archetype)
  environment.

## Community Health:
- Turbine project has seen low levels of activity in the last quarter in
  dev mailing list and commits.
- Efforts are to be taken to attract potential new community members as said
  in reports before.

quarter. As integration of Db Torque is set next (big step) and Project Db
Torque is in voting process, after it's release, this could be done and
released.

After that, which might need one or two quarters, Turbine developer community
is invited to discuss, what will be next.

## Description:
The mission of Turbine is the creation and maintenance of software related to a
Java Servlet Web Application Framework and associated component library.

## Issues:
No board-level issues currently.

## Project Activity:
- Turbine 5.0 Maven Archetype 1.0.3 was released on 2020-03-20.
- Code changes in components are on low/medium level: Small bugfixes, update
 trunk dependencies to Torque-SNAPSHOT and preparing switch to Docker
 environment in Maven Archetype trunk.
- Site Design updates in preparation.

## Community Health:
- Engagement of PMC in related project Db/Torque is still strong, which will
 be the major change to an upcoming Turbine core release.
- Torque integration gets the focus right now, but we should be open to allow
 for changes, if this step is done, which will open up development again more.

## Description:
The mission of Turbine is the creation and maintenance of software related to

Turbine is a matured and well established framework that is used as the base
of many other projects. It allows experienced Java developers to quickly build
web applications.

## Issues:
No board-level issues currently.

## Membership Data:

committers and 9 PMC members in this project. The Committer-to-PMC ratio is
roughly 6:5.

Community changes, past quarter:
- No new PMC members. Last addition was Jeffery Painter on 2017-11-12.
- No new committers were added.

## Project Activity:
- Code changes in components are on low/medium level.
- Continuing last quarter efforts the main focus has been on preparing the
 upstream related project Apache Torque 4.1 (version label may be changed to
 5.0) before the next Turbine/Fulcrum 5.1 releases.
- Last quarters backlog / discussion are still in follow-up work/work in
 process.
- No releases were done this quarter.
- Last main project was Turbine 5.0 Core release on Tue May 28 2019.

## Community Health:
- Some PMC members are currently more active in related project Db/Torque,
 this slows down the development process in this project.
- Turbine is at its core a user/group/role-based web application - it is very
 well-defined and definitely should not be considered as outdated. Moving
 Turbine core to Git (rw) may be one step, but to signal more recentness this
 may be also achieved by improving the front page
 (more responsive, text and design updates).

Turbine is a matured and well established framework that is used as the
base of many other projects. It allows experienced Java developers to quickly
build web applications.

## Issues:
- The SVN-GIT Mirror was reactivated again successfully.

## Membership Data:
- Apache Turbine was founded 2007-05-16 (12 years ago)
- There are currently 11 committers and 9 PMC members in this project. The
 Committer-to-PMC ratio is roughly 6:5.

Community changes, past quarter:
- No new PMC members. Last addition was Jeffery Painter on 2017-11-12.

## Project Activity:
- Hackathon took place at Apache Europe  and was attended by two PMC members.
 Focus has been on upstream component Apache Torque 4.1 (version label may be
 changed to 5.0) and finally Turbine 5.
- Java Docker Testcontainer integration in Turbine 5 (and prospectively
 Torque-Test)
- Discussions about Turbine pipeline components
- Last quarters backlog / discussion are still in follow-up work/work in
 process.
- No releases were done this quarter.

## Project Activity:
Three releases were done: Turbine Core 5.0, Maven parent (build) component
and a fixed Fulcrum component. Ongoing discussion about cleaning up
components, git release of Turbine archetypes, site updates and how to define
upcoming Turbine Core 5.1.

- Fulcrum Parser 2.0.1 was released on Tue Jul 30 2019
- Turbine 5.0 Core was released on Tue May 28 2019

## Community Health:
- The Turbine project's quarter activity has been mainly in the dev mailing
 list with ongoing code changes on low/medium level.
- Providing a ready-to-use development environment, which is in preparation,
 is still important as well as probably (more) svn 2 git migrations (to be
 discussed). While Turbine might seem not to be up front from an outsiders

longer work), we found the need to create a new Parent POM for the project
that uses Nexus. As this is a substantial change in the organization of
the Turbine core project and the Fulcrum components a full vote is being
held.

- Maven Archetype for a Turbine 4.0 web application (based on Turbine 4.0M1)

Subsequent to the release of Turbine 2.3.3 RC1, a long standing memory
leak was highlighted and fixed. The 2.3.3 release is now ready to go and
only awaits the attention of the release manager to produce the
artefacts and call for a vote.

Fulcrum component project
=========================

Thomas Vandahl continues to port various enhancements made to Turbine
2.3.3 to the separated fulcrum components as well as generally cleaning
up code and adding documentation.

Siegfried Goeschl continues to commit tweaks and more significant
enhancements to a number of fulcrum components (notably the addition of
Spring integration for the YAAFI container and the ability to run an
embedded Jetty container as a service) and on migrating the build
process to Maven 2.

Turbine core project
====================

There has been quite a bit of progress towards Turbine 2.3.3:

 * Thomas Vandahl has added l10n support to the ParameterParser
(cleaning up the code quite a bit in the process) and integrated this
into the Intake validation service. In the process of doing this Thomas
has removed a few undesirable service interdependencies, thus resolving
a long standing stumbling block on our quest to separate the services
out of turbine core.
 * Dependency versions have been updated.

The 2.3.3 release is now pretty much ready to go. Thomas Vandahl is
mentoring Juergen Hoffmann through the release process.

Discussion on the naming of a future trunk release has been kicked off.
The possibility of jumping to "Turbine 4" is being considered.

Henning stopped by and committed a DOAP file for the Turbine project.

Status
======

There has been good progress towards resolving the outstanding ECCN
issues within the Turbine project. See below for details.

The final tasks relating to Turbine becoming a TLP have finally
been completed - the mirrored downloads and archived releases have
been moved from jakarta to turbine directories.

Other than this the Turbine project continues on with a fairly low
level of activity.

The Turbine project has no board-level issues at this time.

ECCN Status and activity
========================

While this issue has been highlighted by Bill for the current
round of reports, it has been on our radar for some time now.

The following areas had the potential to require ECCN registration
due to their use of a "symmetric algorithm employing a key length
exceeding 56 bits" and/or because they "were designed to work with
strong cryptographic libraries":

1. fulcrum-crypto - used the cryptix library to implement Unix crypt()
2. The Crypto Service in Turbine Core, from which fulcrum-crypto was
   extracted - also used the cryptix library to implement Unix crypt()
3. fulcrum-yaafi - supports decryption of strongly encrypted
   configuration files
4. fulcrum-pbe - supports strong encryption/decryption of files

In particular, the following actions have taken place:

 * the cryptix dependency has been removed from fulcrum-crypto and
   Turbine core's Crypto Service (replaced with
   org.apache.jetspeed.services.security.ldap.UnixCrypt from the
   JetSpeed Portal project).
 * the exposed interfaces and underlying implementation of
   fulcrum-yaafi and fulcrum-pbe have been modified to ensure that
   only DES (56 bit key length) can be used (strong encryption was
   never used but was available through the exposed interfaces).

It is our understanding that after our next release of the following
components, no aspects of the Apache Turbine project will require
ECCN registration:

 * fulcrum-crypto-1.0.7 - ETA some time in the next few weeks
 * turbine-2.3.3 - ETA some time in the next month or so
 * fulcrum-yaafi-1.0.6 - ETA some time in the next few weeks
 * fulcrum-pbe-1.0.0 - Not yet a released component so no release
   required in order to comply.

The Turbine Core trunk and turbine-site modules have been updated to ASL
2.0 - this was long overdue and is in preparation for a future release.

The changes to fulcrum-crypto have been backported to the Crypto Service
so as to eliminate the ECCN registration requirement for Turbine core.

We are working on releasing Turbine 2.3.3 - this has primarily been
waiting on the DB Project's Torque 3.3 release which is likely to appear
in the next couple of weeks.

The release candidate of fulcrum-yaafi-1.0.5 is slightly broken due to
incompatible changes of the JAMon library (used for intercepting the Avalon
services calls to measure the execution times). The main problem is the
tight coupling between the Avalon container and the various interceptor
services which is also the driving force for refactoring. The target of the
refactoring is to have a package with the interceptor logic which can be
released/updated independent from the container.

META project
============

Bill is directed to ensure that Turbine is in compliance with export policy.

TLP migration is mostly done.  The largest outstanding issue is to
migrate our download pages over from Jakarta.  Other than this
development activity has been very low this month.

The most immediate challenge we have is addressing the requirement
to register Turbine's cryptographic capabilities as per
http://apache.org/dev/crypto (ECCN codes).  This was mentioned on
last month's report, but a query via the dev list has put pressure
on us to action this.

We have no board-level issues at this time.

The new Turbine TLP is progressing well. The new site has been set up
and the mailing lists and associated archives have been migrated. There
are still a number of tasks outstanding in order to complete the
migration from Jakarta and these are progressing at a steady pace with
the assistance of Infrastructure.

Other than this:
 * The source headers have been updated in all sub-projects likely
   to see a release in the near future.
 * Migration of the build system from Maven 1 to Maven 2 is being
   considered.
 * Issues concerning the possible requirement to register Turbine's
   cryptographic capabilities as per http://apache.org/dev/crypto
   now falls to the new Turbine PMC, we will try and address this
   once the TLP migration is complete.

Establish the Apache Turbine Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project related to the
 Turbine web application framework, including Fulcrum (a
 repository of Turbine related components based on
 Avalon/Excalibur technology) and META (an Apache Maven plugin
 for creating Turbine Project archetypes), for distribution at
 no charge to the public.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Turbine Project",
 is hereby is established pursuant to Bylaws of the Foundation;
 and be it further

 RESOLVED, that the Apache Turbine Project be and hereby is
 charged with the creation and maintenance of "Apache Turbine";
 and be it further

 RESOLVED, that the office of "Vice President, Apache Turbine"
 be and hereby is created, the person holding such office to
 serve at the direction of the Board of Directors as the chair
 of the Apache Turbine Project, and to have primary responsibility
 for management of the projects within the scope of
 responsibility of the Apache Turbine Project; and be it further

 RESOLVED, that the persons listed immediately below be and
 hereby are appointed to serve as the initial members of the
 Apache Turbine Project:
