Establish the Apache Answer Project

 WHEREAS, the Board of Directors deems it to be in the best interests of
 the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the public, related to A Q-and-A platform software for teams at any
 scales.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache Answer Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache Answer be and hereby is responsible for the
 creation and maintenance of software related to A Q-and-A platform
 software for teams at any scales; and be it further

 RESOLVED, that the office of "Vice President, Apache Answer" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache Answer
 Project, and to have primary responsibility for management of the
 projects within the scope of responsibility of the Apache Answer
 Project; and be it further

 RESOLVED, that the persons listed immediately below be and hereby are
 appointed to serve as the initial members of the Apache Answer Project:

 NOW, THEREFORE, BE IT FURTHER RESOLVED, that Ning Qi be appointed to
 the office of Vice President, Apache Answer, to serve in accordance
 with and subject to the direction of the Board of Directors and the
 Bylaws of the Foundation until death, resignation, retirement, removal
 or disqualification, or until a successor is appointed.

 RESOLVED, that the Apache Answer Project be and hereby is tasked with
 the migration and rationalization of the Apache Incubator Answer
 podling; and be it further

 RESOLVED, that all responsibilities pertaining to the Apache Incubator
 Answer podling encumbered upon the Apache Incubator PMC are hereafter
 discharged.

 Special Order 7C, Establish the Apache Answer Project, was
 approved by Unanimous Vote of the directors present.

Answer has been incubating since 2023-10-09.

### Three most important unfinished issues to address before graduating:

 1. Release more ASF-compliant versions.
 2. Build and grow a diverse community, attracting more committers and
 PPMC members.

### Are there any issues that the IPMC or ASF Board need to be aware of?

 We hope more IPMC members can actively take part in the voting process.
 We called for the vote on v1.3.0-RC1 on 29th March, and we finally received
 the third binding vote on April 18th. The process takes longer than usual.

### How has the community developed since the last report?

 - We went to the FOSSASIA summit, and introduced the project to more
 people.
 - We were selected for OSPP (China's GSoC)

### How has the project developed since the last report?

 - We packed 3 new features, 4 improvements and 12 fixed bugs in the
 latest version v1.3.0.
 - We were listed on different platforms, such as open-source alternatives
 websites, open-source projects websites, etc.

 - 6 new contributors have joined the community (48 in total).
 - We have launched the contributors' documentation on our official website
 and will keep it regularly updated, aiming to guide users in quickly
 getting involved with contributions.

 - We have preliminarily set out our community event plan for 2024, which
 includes participating in events such as GSoC and OSPP to increase external
 contributions, as well as organizing cross-community events in Q1 and Q4 to
 motivate external developers to contribute.
 - We plan to initiate open bi-weekly community meetings after the Chinese
 Lunar New Year in 2024, to which we will invite all external contributors
 and anyone interested in the development of the Answer community.

 - The first ASF-compliant version (v1.2.0) was released.
 - 1 new feature, 7 bug fixes, 2 improvements.
