Terminate the Apache Buildr Project

 WHEREAS, the Project Management Committee of the Apache Buildr project
 has chosen by vote to recommend moving the project to the Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Buildr project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Buildr project is
 hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Buildr Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Buildr" is hereby
 terminated; and be it further

 RESOLVED, that the Apache Buildr PMC is hereby terminated.

 Special Order 7C, Terminate the Apache Buildr Project, was
 approved by Unanimous Vote of the directors present.

Apache Buildr is a build system for Java-based applications, including
support for Scala, Groovy and a growing number of JVM languages and
tools. We wanted something that’s simple and intuitive to use, so

 - We onboarded a new committer in December and had a bit of
discussion with him on what he would like to contribute.
Activity died down over the holidays and has not picked up since.
Hopefully it picks up in Q2.

 The project is moving at a slow pace with a few commits in the last months.
Recently there was more activity directly on the github repository with
multiple contributions from one person.
We have contacted that person and just confirmed that they'd be willing
to engage in becoming a committer.

The project has been stable for a long while and the space of build
tools for Java projects has been overall stagnant for a number of years.

In progress: we are discussing the board feedback from the last board
meeting in which the board underlined the lack of activity and the
small PMC.

version has been downloaded over 57000 times since last September.

 Alex Boisvert from the office of Vice President, Apache Buildr, and

 WHEREAS, the Project Management Committee of the Apache Buildr project
 has chosen by vote to recommend Antoine Toulme (toulmean) as
 the successor to the post;

dates back to September 2010. Our discussion/vote to add Peter Donald (our most

have continuous integration testing working again on Jenkins covering multiple
versions of Ruby (1.8.7, 1.9.2, JRuby 1.7.0) and platforms (Linux, Windows) and
our automated release scripts have been cleaned up.

The mailing lists remain relatively quiet and we continue to receive
contributions at a rate of about one per month on average.

The project released Buildr 1.4.4 in mid-November in response to a blocking
issue that appeared after installing Java Update 3 on Mac OS X.

Beyond that, the last 3 months have been relatively quiet on the mailing list
and in terms of development. Nonetheless, our changelog shows about 30 minor
fixes/changes/enhancements and we're planning to release version 1.4.5 in the
near future.

There are two outstanding contributions sitting in Jira
(https://issues.apache.org/jira/browse/BUILDR-259,
https://issues.apache.org/jira/browse/BUILDR-486) that most likely won't make
it into our next release due to lack of committer time to integrate them.

We made two releases in the past 3 months, Buildr 1.4.2 and 1.4.3, both
containing a number of bug fixes and minor enhancements.

We also voted one new committer (Peter Donald) and one new PMC member (Antoine
Toulme), bringing us to a total of 8 committers and 6 PMC members. The project
team remains very diversified with no committers affiliated to the same
commercial organization.

User and dev mailing lists are healthy, we're seeing sustained adoption and
contributions from the community.

In terms of marketing, there was a Buildr presentation in September at JavaZone
2010 and there's a repeat planned in January at the San Francisco Java User
Group. (Unfortunately, we had no representation at ApacheCon.) We also set up a
new Twitter account to mirror questions asked on StackOverflow and we continue
to use our Twitter account and CoTweet to follow comments made about Buildr on
the Twittosphere.

There are no current plans to make another release before the end of the year,
although this may change based on user/developer motivation and discussion.

We finally released Buildr 1.4.0 in June, reaching the end of our
8-month development cycle integrating many new features. We also
released Buildr 1.4.1 in July as a maintenance release to address what
were mostly installation + platform-specific issues.

Thanks to Antoine Toulme, we now have continuous integration builds
running on Hudson covering many different platforms (Windows, Ubuntu,
Native/MRI Ruby, JRuby, JDK 5+6).

We're seeing sustained adoption and contributions from the community.
In fact, we've just received a contribution to add Clojure support,
reinforcing our language diversity ("polyglot programming") marketing
story.

We are planning another release (1.4.2) towards the end of August that
will contain various fixes and minor improvements.

We've seen continued increase in communication on both user@ and dev@ mailing
list. We hit a record 364 emails across both lists in March. We've also seen
sustained community participation in the form of fixes, minor enhancements to
the codebase and new releases for 3rd-party extensions (e.g. buildr-iidea
plugin).

In March, we elected a new committer: Antoine Toulme. Antoine has been very
active since elected and volunteered to handle the release process for 1.4.0.

Our development activity has been, and still is, focused on getting Buildr 1.4.0
released. We had to invest significant energy to get all tests working on both
JRuby 1.5 and the Windows platform and now it appears we've got all issues
resolved. After a few release candidates, we expect Buildr 1.4.0 to be released
in June.

steady. A few additional plugins were developed by the community and are now

The committers have an increasing number of active/pending Git branches
containing improvements that require additional work, testing and/or
documentation before committing to our code trunk.

1) We released Buildr 1.3.4, our first release out of the
incubator and our first release not conducted by Assaf Arkin,
demonstrating some independence and repeatability in our release
process. The release itself is a balance of bug fixes and incremental

2) We elected a new committer (Daniel Spiewak) which brings our total
number of committers to six and adds to the diversity to the project.

Since our February report, we had 12 new issues reported and 6 enhancements
suggested; 12 issues were fixed, 4 based on patches from non-committers.

We've been planning a 1.3.4 release since January but it has not
happened yet.  We have a volunteer for the release so the last hurdle
is just making it happen.

There were some discussions related to clarifying our usage of git and
improving contribution/patch workflow with git. The discussion
culminated by the contribution of a tiny tool called "gitflow" that
facilitates the use of git while maintaining our Subversion repository
as the system of reference. Still, post-commit git synchronization
issues remain and manual merging is often necessary.

release has not happened yet. We are now gearing for a February release

 and hereby is created, the person holding such office to serve
 at the direction of the Board of Directors as the chair of The
 Apache Buildr Project, and to have primary responsibility for

 approved by Unanimous Vote of the directors present.

Development

We released Buildr 1.3.3 on October 16th, our 4th release in the incubator.
Along with bug fixes and minor improvements, this release featured improved
code organization for multi-language support.  We also reorganized the
documentation to have language-specific sections.

Community

In August Antoine Contal has been accepted as a new commmitter and was
subsequently voted in the Buildr PPMC.

Traffic on the mailing lists has been steady.  A

Graduation

We started discussing graduation in September and requested community
feedback on the proposed resolution in October.  In November, we initiated

PMC] and the vote passed.

Development

We recently released Buildr 1.3.2, focusing strictly on bug fixes.
1.3.3 release scheduled for August will also focus on bug fixes and
better error reporting.  The bulk consists of issues reported,
tested(!) and patched by community members.  There's parallel work to
add C/C++ support to Buildr, currently discussed on the mailing list,
and we're seeing the first set of test cases for Eclipse tasks.  Our
little master plan to not accept patches without test cases may work
out after all.

Community

In spite of our best efforts to send everyone on summer vacation,
traffic is steadily picking up on the mailing list.

Issues before graduation

1.3.2 cleared up some missing/mixed copyright issues that slipped past
QA in earlier releases, and as of now we have no outstanding licensing
issues.

Description - Buildr is a build system for Java applications written in

Development

Buildr 1.3 is now in feature freeze and we're working to fix outstanding
bugs, complete the documentation and add more test cases.  As indicated in
the previous report, we worked on multi-language support, adding Scala and
Groovy to the mix, and also using RSpec (Ruby) to test Java code.  JRuby 1.1
is now an official deployment platform for Buildr, alongside MRI 1.8.

Community

Traffic on the mailing list is definitely picking up, as are feature
requests and bug reports.  Victor Hugo Borja joined as committer.

Issues before graduation

Legal has addressed our licensing issues specific to Ruby project, and we're
ready to make a 1.3 release.  From then it's business as usual: continuing
to build a healthy community around Buildr.

Community
---------
The buildr community is transitioning from its older infrastructure to the
Apache one. The code has been imported and committers work on the Apache SVN
now. The migration of users from buildr-talk at google groups to buildr-user
is also happening progressively.

Development
-----------
Mostly bug fixes and small improvements. There's also work on JRuby support
for which patches are submitted regularly from (for now) external
contributors.

Issues before graduation
------------------------
First we need to fix the IP issues surrounding the Ruby license and our Ruby
licensed dependencies before any release can be made. A thread has been
started on general@i.a.o and another one is still running on
legal-discuss@a.o but we've had few answers so far. We'll probably send a
proposition and see if that's acceptable.
