Terminate the Apache Falcon Project

 WHEREAS, the Project Management Committee of the Apache Falcon project
 has chosen by vote to recommend moving the project to the Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Falcon project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Falcon project is
 hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Falcon Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Falcon" is hereby
 terminated; and be it further

 RESOLVED, that the Apache Falcon PMC is hereby terminated.

 Special Order 7B, Terminate the Apache Falcon Project, was
 approved by Unanimous Vote of the directors present.

ISSUES

The project is not seeing much traction in the past few months and seems to
have run its course. A discussion asking for suggestion from the community

The project is not seeing much traction in the past few months and seems to
have run its course. Have initiated a discussion asking for suggestion from
the community and so far there hasn't been much forthcoming. Wish to keep the
email thread open a little longer before we decide to move the project to
attic, just to give the community a little more time to think about it.

After 0.11 release there have been no new feature asks from the community.

Change the Apache Falcon Project Chair

 WHEREAS, the Board of Directors heretofore appointed Srikanth
 Sundarrajan (sriksun) to the office of Vice President, Apache
 Falcon, and

 WHEREAS, the Board of Directors is in receipt of the resignation
 of Srikanth Sundarrajan from the office of Vice President, Apache
 Falcon and

 WHEREAS, the Project Management Committee of the Apache Falcon
 project has chosen by vote to recommend Pallavi Rao (pallavi)
 as the successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Srikanth Sundarrajan is
 relieved and discharged from the duties and responsibilities of
 the office of Vice President, Apache Falcon, and

 BE IT FURTHER RESOLVED, that Pallavi Rao be and hereby is appointed
 to the office of Vice President, Apache Falcon, to serve in
 accordance with and subject to the direction of the Board of
 Directors and the Bylaws of the Foundation until death, resignation,
 retirement, removal or disqualification, or until a successor is
 appointed.

 Special Order 7B, Change the Apache Falcon Project Chair, was
 approved by Unanimous Vote of the directors present.

STATUS
After months of effort, user space extensions or recipe feature is complete
and is planned in the upcoming release 0.11. Falcon 0.11 should be released
in early Apr.

Backlog metrics Feature has been pushed, which enables users to view the
backlogs on dashboards. Falcon Shell has been added giving shell utilities
to Falcon CLI. The upcoming 0.11 release also includes some resource
optimization fixes. Entity updates with effective time feature and feed
retention based on instance production time are being considered for the
release following 0.11.

As project activity had declined in the recent past (there has been a
uptick since the last report), the PMC is looking at ways to grow the
developer and user community. PMC discussed and agreed to adopt a uniform
and simple committer invitation criteria (as recommended by CO50), as
there were challenges and subjectivity in our earlier approach.  Also
we as a project are focusing to improve documentation and promote the
project in events to invite more developers and contributors further.

STATUS
Work is currently underway in Falcon to support user space
extensions to easily extend various data management operations without
requiring changes to the core Falcon code. This, the project
team hopes will help encourage developers to contribute repetitive
and useful data processing & management functions for reuse.

Besides the team is also reviewing work relating to update of
Falcon entities with an effective time, essentially supporting use cases
where users can go back in time and reprocess data without submitting
newer processing entities.

Earlier, we had introduced feature in Falcon to visually monitor processing
backlog through a monitoring system.

The community of developers and their activity has come down compared
to the past, however core set of developers continue to make heavy
contributions to the project and help move forward. The project team
continues to be on the lookout for new committers to maintain sustainable
growth of software and usage.

STATUS
After a bit of delay, the much awaited Falcon 0.10 release was
made in August, with support for data import/export, cluster updates,
support for Apache Spark, server side recipe support and many more.
Besides, few critical issues reported in 0.9 were fixed as well.

Few of the older developers have been less active in recent times, so
the activity levels in general have come down a notch compared to the
past. However the project continues to attract newer contributors. We
also had a talk on Falcon at the recently concluded Fifth Elephant
Conference in Bangalore (https://s.apache.org/fifth-elephant-falcon).
We also had another talk on Falcon during this period at the GIDS
summit. (https://s.apache.org/gids-falcon).

The community is very actively discussing about baselining our API
and entity definition schema and move towards a 1.0 release. This
should allow our users to develop against 1.0 interfaces without any
risk of any syntactic or behavioral incompatibiltiies. We are hoping
to bring this out as our next release in the next 3-4 months.

1) Cluster updates, 2) Support for safe mode, 3) Server side

4) Instance search, 5) Hbase support for Graph, 6) Support for
encrypted dirs in Mirroring. These features are part of 0.10
release, which is in the progress currently.

We also moved documentation from svn to git to simplify the process
of keeping documentation on site uptodate.

STATUS
Since the last report, 0.9 was released. Features included in
0.9 has been covered in a recent blog
https://blogs.apache.org/falcon/entry/what_s_new_in_falcon. Key
features added in this release are Native scheduling - alpha version,
database import/export and further extensions to FalconUnit. The
next version is planned for release in early May 2016. Falcon
project is also participating the GSoC and sees this as an opportunity
to build some useful features while primarily focusing on building
the community further. Project moved from using review board to
github pull request model and this has been greatly helpful
in streamling the workflow. We are also in the process of moving
the falcon site to git branch from svn.

Falcon was accepted as a TLP in December 2014.
Since the last report, 0.8 was released. 0.8 release includes
support for Lifecycle extension on data, Unit test framework
for developers using Falcon, Hive DR (and associated UI), Proxy
users besides a whole bunch of improvements and bug fixes over
0.7. Members from the Falcon community also covered the Falcon
project and specific use cases in the Apache Conference in Budapest.
The next version of Falcon 0.9 is planned for Jan 2016 and more
features are being added. Community continues to attract new
users and developers and continues to grow.

Since the last report 0.6.1 and 0.7 were released. 0.6.1 is a
stability release over 0.6 and it fixed number of issues reported
against 0.6. Project is adding lot of new capabilities to make
Falcon more extensible and for allowing greater customization.
FalconUnit was added as a alpha feature in the latest release
0.7, which allows developers to write tests against falcon apps.
Online Community sync up continue to happen and the discussions
are brought to dev@ for closure. The user and dev community
continues to grow.

Falcon was accepted as a TLP in December 2014. During the last 30
days 33 new issues were created in the issue tracking system and
30 were closed during the same period. During the last month we
have witnessed good progress on the UI front for Falcon (FALCON-790).
With UI, we expect users to find it more easier to work with the
Falcon system. The community has been having regular bi-weekly
sync ups. These sync ups are being very helpful in steering the
project. Recipes (FALCON-634) and Lifecycle functions (FALCON-965)
would open up Falcon system for easy extensions and are being
actively worked upon besides other bug fixes. Community is also
discussing on mailing list on the way forward with respect to usage
of Apache Oozie for orchestration. The outcome will decide how
pipeline and lifecycle function orchestration will happen in
Falcon going forward. We also announced Falcon as a TLP in ASF
blog (http://s.apache.org/GT2)

Falcon is a data processing and management solution for Hadoop designed for
data motion, coordination of data pipelines, lifecycle management, and data
discovery. Falcon enables end consumers to quickly onboard their data and its
associated processing and management tasks on Hadoop clusters.

Falcon has been incubating since 2013-03-27.

Three most important issues to address in the move towards graduation:

 1. Bootstrap the project (source code, documentation, issue tracking)
 2. Add new and diverse committers
 3. Build and grow community
 4. Releases at frequent and regular intervals

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be aware of?
- No

How has the community developed since the last report?
This is the first report for Falcon since its acceptance into Incuabtor. We
have requested for infrastructure for bootstrapping the podling (awaiting
source control, mailing list and issue tracking) -
(https://issues.apache.org/jira/browse/INFRA-6115). We will look to move the
source code and make documentation and easy startup-guide available for users
to try it out and collaborate.

How has the project developed since the last report?
N/A. This is the first report being filed for the project.
