Terminate the Apache Sqoop Project

 WHEREAS, the Project Management Committee of the Apache Sqoop project
 has chosen by vote to recommend moving the project to the Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Sqoop project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Sqoop project is hereby
 terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Sqoop Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Sqoop" is hereby
 terminated; and be it further

 RESOLVED, that the Apache Sqoop PMC is hereby terminated.

 Special Order 7A, Terminate the Apache Sqoop Project, was
 approved by Unanimous Vote of the directors present.

## Description:
The mission of Sqoop is the creation and maintenance of software related to
Bulk Data Transfer for Apache Hadoop and Structured Datastores

## Issues:
Over the last three years the project contributions have been steadily
diminishing and very few PMCs and committers active on the project.
There were discussions about doing a community release by a committer
or a contributor,  assisted by a PMC member (which we had done successfully
earlier) and other community development efforts.  Since this effort was
not successful, there were discussions about moving the project to the attic
nearly a year ago but we delayed going this route, hoping the community
engagement will improve.  After reaching out to the  community input on
road map items and contributions, the PMC voted to move the project to
the attic.

## Membership Data:
Apache Sqoop was founded 2012-03-20 (9 years ago)
There are currently 32 committers and 18 PMC members in this project.
The Committer-to-PMC ratio is roughly 8:5.

Community changes, past quarter:
- No new PMC members. Last addition was Vasas Szabolcs on 2018-11-05.
- No new committers. Last addition was Fero Szabo on 2018-11-08.

## Project Activity:

Due to diminishing project contributions over the years and failing to
get roadmap and contribution input from the community, the PMC voted to
move the project to the attic.

Recent releases:
1.4.7 was released on 2018-01-24.
1.99.7 was released on 2016-08-08.
1.99.6 was released on 2015-05-04.

## Community Health:

Community health has been diminishing over the last 3 years

## Description:
The mission of Sqoop is the creation and maintenance of software related to
Bulk Data Transfer for Apache Hadoop and Structured Datastores

## Issues:
There are no issues requiring board attention at this time There were couple
of questions about the community building and we wanted to do a community
release of Sqoop. This has not materialized in the last few months. If we
do that we hope the community activity can improve and the project can
become healthy once activity picks up.  We also need to make sure we are
engaged in reviewing PRs to foster more contributions.  Mooted the idea
of project retirement and that seemed to have some initial support.  If
we are not able to continue furthering the project community growth, will
follow up with the PMC team on this and take next steps.

## Issues:
There are no issues requiring board attention at this time.  There
were couple of questions about the community and we wanted to do a
community release of Sqoop. Because of the circumstances beyond our
control we could not initiate a release.  If we do that we hope the
community activity can improve and the project can potentially become
healthy once activity picks up.

## Community Health:
We had a discussion in progress on the next release with a
community release manager that we have done a few times before.
There is some challenge in doing that currently.   We will initiate a
new round of discussions on this.

Change the Apache Sqoop Project Chair

 WHEREAS, the Board of Directors heretofore appointed Jarek Jarcec
 Cecho to the office of Vice President, Apache Sqoop, and

 WHEREAS, the Board of Directors is in receipt of the resignation of
 Jarek Jarcec Cecho from the office of Vice President, Apache Sqoop,
 and

 WHEREAS, the Project Management Committee of the Apache Sqoop project
 has chosen to recommend Venkat Ranganathan as the successor to the
 post;

 NOW, THEREFORE, BE IT RESOLVED, that Jarek Jarcec Cecho is relieved
 and discharged from the duties and responsibilities of the office of
 Vice President, Apache Sqoop, and

 BE IT FURTHER RESOLVED, that Venkat Ranganathan be and hereby is
 appointed to the office of Vice President, Apache Sqoop, to serve in
 accordance with and subject to the direction of the Board of Directors
 and the Bylaws of the Foundation until death, resignation, retirement,
 removal or disqualification, or until a successor is appointed.

 Special Order 7D, Change the Apache Sqoop Project Chair, was
 approved by Unanimous Vote of the directors present.

We’ve gracefully resolved issue with private third-party incorrectly using
our trademark “sqoop”.

 Arvind Prabhakar from the office of Vice President, Apache Sqoop, and

 WHEREAS, the Project Management Committee of the Apache Sqoop project
 has chosen to recommend Jarek Jarcec Cecho as the successor to the

 discharged from the duties and responsibilities of the office of Vice

Establish the Apache Sqoop Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software, for distribution at no charge to the public,
 related to efficiently transferring bulk data between Apache Hadoop
 and structured datastores.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Sqoop Project",
 be and hereby is established pursuant to Bylaws of the
 Foundation; and be it further

 RESOLVED, that the Apache Sqoop Project be and hereby is
 responsible for the creation and maintenance of software
 related to efficiently transferring bulk data between Apache
 Hadoop and structured datastores; and be it further

 RESOLVED, that the office of "Vice President, Apache Sqoop" be
 and hereby is created, the person holding such office to
 serve at the direction of the Board of Directors as the chair
 of the Apache Sqoop Project, and to have primary responsibility
 for management of the projects within the scope of
 responsibility of the Apache Sqoop Project; and be it further

Progress since last report:

 - Sqoop PPMC voted in Kathleen Ting as a new committer.
 - Sqoop PPMC voted in Jarek Jarcec Checho (Jarsolav Cecho) as PPMC member.
 - Released Sqoop version 1.4.1-incubating, with support for Apache Hadoop
   versions 0.20, 0.23 and 1.0.
 - Sqoop started its graduation process on February 19th, 2012.

Progress on graduation:

 - Community Vote: PASSED. Vote (1), Result (2)
 - Incubator PMC Vote: PASSED. Vote (3), Result (4)
 - During IPMC vote a concern was raised that Sqoop contains deprecated
   Java source in com.cloudera.sqoop namespace which need be removed
   before graduation.
 - Sqoop dev expressed that this code was:
   - Marked deprecated and retained solely for backward compatibility.
   - That there was a concrete plan to completely remove it by next major
     revision, work for which had already started.
   - That it was not motivated by Cloudera's corporate interests.
 - The Incubator PMC and Sqoop community reached consensus that:
   - Sqoop was within its right to retain Java source code in
     com.cloudera.sqoop namespace to provide backwards compatibility.
   - And, that it was for the benefit of Sqoop community.
   - And, that there is no such policy in ASF that Incubator can enforce
     on any Incubating projects.
   - And, that if anyone feels that this should be a policy, they must
     establish it via the proper channel of providing the problem statement,
     impact of the problem, and solution to the board for consideration.
 - The draft board resolution that was voted on by IPMC has been submitted
   to the board for consideration in its next meeting scheduled for
   March 21, 2012.
