Terminate the Apache Submarine Project

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Submarine project due to
 inactivity;

 hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Submarine Project; and be it

## Project Activity:
Plan to clean up and refactor current code and cut a new release (v0.9.0).

Overall community health is good, we have a minimum of 7 participants
 joining our weekly meetings.
 where we discuss various aspects of our project.
Presently, in order to attract new contributors,
 our focus is on enhancing our project's positioning within
 ML Infrastructure, a task that involves careful strategizing
 and collaboration among team members. Additionally,
 we are actively engaged in the creation of a
 comprehensive design document for
 the proposed new architecture, aiming to outline its structure,
 components, and implementation strategies in detail.
 In addition to our primary objectives,
 we are committed to ensuring that Submarine is both user-friendly
 and straightforward to install. Our goal is to streamline the user
 experience and simplify the installation process.

## Project Status:
Current project status: We're working on the 0.8 release and will release it
within the next two weeks. Currently, we are designing and implementing a new
feature called Submarine Manager, which can automatically manage and deploy ML
infrastructure, such as training operators and Ray servers.

 WHEREAS, the Board of Directors heretofore appointed Liu Xun (liuxun)
 to the office of Vice President, Apache Submarine, and

 WHEREAS, the Board of Directors is in receipt of the resignation of Liu
 Xun from the office of Vice President, Apache Submarine, and

 WHEREAS, the Project Management Committee of the Apache Submarine
 project has chosen by vote to recommend Kevin Su (pingsutw) as the
 successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Liu Xun is relieved and discharged
 from the duties and responsibilities of the office of Vice President,
 Apache Submarine, and

 BE IT FURTHER RESOLVED, that Kevin Su be and hereby is appointed to the

Issues for the board: Only a few companies are using the open source project,
 and many Chinese developers have reduced their work on the project
due to the deteriorating working environment

We understand that 2 companies have customized their development
using submarine as the basis for their machine learning platform in-house,
but they have not given back to the community the enhancements
made to submarine because they do not have time to participate
in community development now that the economy is not doing well.
We will try to keep the community active.

## Project Activity:
Software development activities.

 - We released version 0.7.0-RC0 on 2022-03-01.
 - With version 0.7.0, we have completed all the service
   capabilities envisioned at the project's inception.
 - After version 0.7.0, users will be able to do machine learning,
   model training, and service online capabilities in the
   Submarine project completely independently, which is all very exciting.

Gatherings and meetings.

 - On January 10, three PMC members and four committer members
   attended a collaborative project development meeting at DiDi Company.
 - On January 15, 2 pmc members and 3 committer members had
   a co-development meeting with a software integration company
   in China to exchange ideas.

## Community Health:
Commit activity was down somewhat this quarter (-20%).
The number of contributors remained similarly unchanged,
and we discussed this at our regular project meetings,
with the majority of people commenting that it was
affected by the current COVID-19 outbreak.

There was a moderate increase in traffic to the user mailing list,
with some of the questions pointing to needed
documentation fixes (i.e., "What does this thing actually do?
What does it actually do?") .

The community is busy working on following features, continue efforts since
last report.
- Submarine Server and K8s Support for PyTorch and Tensorflow.
- Submarine workbench for notebook service.
- Submarine experiment API and other SDK APIs (such as environment API).
- Get design docs written up to all new features we're doing which help
  community members to make contributions.

## Membership Data:

Apache Submarine was founded on 2019-10 There are currently 24 (from 21 since
last report) committers and 8 (from 7 since last report) PMC members in this
project.

 WHEREAS, the Board of Directors deems it to be in the best interests of
 the Foundation and consistent with the Foundation's purpose to
 establish a Project Management Committee charged with the creation and
 maintenance of open-source software, for distribution at no charge to
 the public, related to allowing infrastructure engineers and data
 scientists to build deep learning applications (TensorFlow, PyTorch,
 etc.) end to end on cluster management platforms (like YARN/K8s).

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
 (PMC), to be known as the "Apache Submarine Project", be and hereby is
 established pursuant to Bylaws of the Foundation; and be it further

 RESOLVED, that the Apache Submarine be and hereby is responsible
 for the creation and maintenance of software related to allowing
 infrastructure engineers and data scientists to build deep learning
 applications (TensorFlow, PyTorch, etc.) end to end on cluster
 management platforms (like YARN/K8s); and be it further

 RESOLVED, that the office of "Vice President, Apache Submarine" be and
 hereby is created, the person holding such office to serve at the
 direction of the Board of Directors as the chair of the Apache
 Submarine Project, and to have primary responsibility for management of
 the projects within the scope of responsibility of the Apache Submarine
 Project; and be it further

 RESOLVED, that the persons listed immediately below be and hereby are
 appointed to serve as the initial members of the Apache Submarine
