Terminate the Apache Usergrid Project

 WHEREAS, the Project Management Committee of the Apache Usergrid
 project has chosen by vote to recommend moving the project to the
 Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best interest
 of the Foundation to continue the Apache Usergrid project due to
 inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache Usergrid project is
 hereby terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight
 over the software developed by the Apache Usergrid Project; and be it
 further

 RESOLVED, that the office of "Vice President, Apache Usergrid" is
 hereby terminated; and be it further

 RESOLVED, that the Apache Usergrid PMC is hereby terminated.

 Special Order 7B, Terminate the Apache Usergrid Project, was
 approved by Unanimous Vote of the directors present.

Change the Apache Usergrid Project Chair

 WHEREAS, the Board of Directors heretofore appointed Todd Nine
 (toddnine) to the office of Vice President, Apache Usergrid, and

 WHEREAS, the Board of Directors is in receipt of the resignation of
 Todd Nine from the office of Vice President, Apache Usergrid, and

 WHEREAS, the Project Management Committee of the Apache Usergrid
 project has chosen by vote to recommend Michael Russo (mrusso) as the
 successor to the post;

 NOW, THEREFORE, BE IT RESOLVED, that Todd Nine is relieved and
 discharged from the duties and responsibilities of the office of Vice
 President, Apache Usergrid, and

 BE IT FURTHER RESOLVED, that Michael Russo be and hereby is appointed
 to the office of Vice President, Apache Usergrid, to serve in
 accordance with and subject to the direction of the Board of Directors
 and the Bylaws of the Foundation until death, resignation, retirement,
 removal or disqualification, or until a successor is appointed.

 Special Order 7C, Change the Apache Usergrid Project Chair,
 was approved by Unanimous Vote of the directors present.

## Description:

 - The project has stalled.  We've held a vote on the private list, and we've decided
   to begin the procedure to move the project to the attic here.

   I intend to send an email out this week to gauge community interest in new committers.
   If we don't generate enough committers to continue the project, we'll vote to move

Attachment BZ: Report from the Apache Xalan Project  [Steven J. Hathaway]

The Apache Xalan Project develops and maintains libraries and programs
that transform XML documents using XSLT standard stylesheets. Our subprojects
use the Java and C++ programing languages to implement the XSLT libraries.

Xalan is a mature project, but we are hoping to acquire more committers
who can help with integration builds for a new release that integrates
Xerces-C.

ISSUES FOR THE BOARD

This report should have been submitted last month (August 2017).

CURRENT ACTIVITY

Most activity has been through JIRA issue tracking. The email lists
have seen little activity.

We are reviewing the background of a committer of another Apache project
that may be willing to participate with Xalan-C activities.

Issues

Changes to Apache Git have hampered our development process. Specifically, we
create a feature branch per JIRA ticket.  This ticket is then reviewed in a
pull request by 1 or more committers, and then accepted into master.  Without
the ability to delete these branches after a merge, our repository is
increasing in obsolete branches.  This also causes issues when a branch is
improperly named on creation.

Establish the Apache Usergrid Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software related to the Usergrid BaaS software,
 for distribution at no charge to the public.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Usergrid Project",
 be and hereby is established pursuant to Bylaws of the
 Foundation; and be it further

 RESOLVED, that the Apache Usergrid Project be and hereby is
 responsible for the creation and maintenance of open-source
 software related to the Usergrid BaaS software; and be it further

 RESOLVED, that the office of "Vice President, Usergrid" be and
 hereby is created, the person holding such office to serve at
 the direction of the Board of Directors as the chair of the
 Apache Usergrid Project, and to have primary responsibility for
 management of the projects within the scope of responsibility
 of the Apache Usegrid Project; and be it further

 1. Continue to grow the Usergrid Incubating Community
 2. Clarify the SGA for Apache Usergrid Incubating codebase
 3. Drive towards another Usergrid incubating release

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 The Usergrid community has been working to clarify the status of the SGA
 for the Usergrid codebase. The original SGA listed a GitHub repo that did
 not include all of the source code that Apigee intended to grant. We
 are preparing a new SGA that will cover all code that is currently part of
 the project.

How has the community developed since the last report?

 In short, the Usergrid incubating community is healthy with loads of
 mailing list and development traffic from a growing community. Usergrid
 continues to see new community members making themselves known on the
 mailing lists.

How has the project developed since the last report?

 Development is very dynamic. The codebase is being actively developed with
 correspondence taking place on the Usergrid JIRA instance. The processes
 and workflows for development are pretty solid now.

 We added a couple of new committers: Alex Muramoto, Ryan Bridges and John
 Ament.  We are working on our second release from the Incubator, Usergrid
 1.0.1 and are creating release candidates now for voting.

How has the project developed since the last report?

 Much work has been done in the "two-dot-o" version of Usergrid with a new
 persistence and query engine. Bugs have been fixed in the master branch
 and it is now being prepared for a Usergrid 1.0.1 release.

How has the community developed since the last report?
The community continues to develop in a positive fashion.  Usergrid was
represented (indirectly) at this years CassandraSummit in San Francisco.
Various mentions of UG at that event, amongst the other community events which
the UG PPMC put together are building the user base.  The #usergrid IRC
channel continues to see people come and go with people being directed to the
mailing lists whenever issues cannot be addressed in a more direct/instant
manner.

How has the project developed since the last report?
The project has come on leaps and bounds post release of Usergrid 1.0
(incubating).  The development (PPMC) team worked very well together, and with
the IPMC to ensure that the 1.0 release went smoothly. The release procedure
was slightly longer than we would have liked however lessons have been learned
and positives have been taken from the process as a whole.  Procedural nuances
have been ironed out and we look forward to a 1.1 release in the near future.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

Recently, Usergrid has been through the wars with regards to its
development ethos, entire development process and most importantly
code commit process. The latter has been an issue which resulted in one
particular Apache Member having his account temporarily disabled, and
a new contributor workflow that the project believes does satisfy board
and infrastructure requirements:

It has not been an easy month for Usergrid however the community spirit is
higher than it ever has been and the community is in a strong position
to meet Incubator criteria. An extremely positive note here is that
the Usergrid community has been actively expanding throughout the above
process. This is something we can all learn from.

How has the community developed since the last report?

The Usergrid community has been growing steadily and very encouragingly
based on community VOTE's. We welcome contributions to Usergrid. Most
importantly, many members of the existing Usergrid PPMC have been
(extremely) actively involved in Usergrid's dissemination and expansion.

How has the project developed since the last report?

Many, many commits. Usergrid is very healthy with regards to its
development. What needs to be addressed however is the following:

 * Resolve commit process... MAJOR
 * Reflect commit messages to commit@

Date of last release:

  Usergrid (incubating) has not made an official release as of date. The
  community areactively working towards a release for 1.0.

Usergrid is Backend-as-a-Service (BaaS) composed of an integrated database
(Cassandra), application layer and client tier with SDKs for developers.

Usergrid has been incubating since 2013-10-03.

Three most important issues to address in the move towards graduation:

 1. Grow the Usergrid community
 2. Further embrace the Apache methodology including using Apache
    infrastructure to move Usergid forwards
 3. Make our first incubating release

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 There are currently some issues with regards to licensing of existing
 Usergrid code. The community is however aware of this and are working
 towards suitable replacement(s).

How has the community developed since the last report?

 The dev@ mailing list has seen increased amounts of traffic in recent
 months. As of close of March there are 55 subscriber to dev@. Individual
 posts to dev@ are shown below.

How has the project developed since the last report?

 We have addressed a number of release dependent issues.  We continue to
 work towards these issue with the aim of having our first incubating
 release soon.

 Usergrid has not yet made an incubating release.

 The Usergrid PPMC elected Shawn Feldman (sfeldman) to join the PPMC on
 Mon, 17 Mar 2014.

applications.

 - A couple of new names have appeared on dev@usergrid which is positive.

 - Have imported JIRA issues from pre-Apache project JIRA
 - Work is continuing on a new "Core Persistence" module
 - Almost done with Java package renaming to org.apache.usergrid
