Terminate the Apache VXQuery Project

 WHEREAS, the Project Management Committee of the Apache VXQuery project has
 chosen by vote to recommend moving the project to the Attic; and

 WHEREAS, the Board of Directors deems it no longer in the best interest of the
 Foundation to continue the Apache VXQuery project due to inactivity;

 NOW, THEREFORE, BE IT RESOLVED, that the Apache VXQuery project is hereby
 terminated; and be it further

 RESOLVED, that the Attic PMC be and hereby is tasked with oversight over the
 software developed by the Apache VXQuery Project; and be it further

 RESOLVED, that the office of "Vice President, Apache VXQuery" is hereby
 terminated; and be it further

 RESOLVED, that the Apache VXQuery PMC is hereby terminated.

 Special Order 7D, Terminate the Apache VXQuery Project, was
 approved by Unanimous Vote of the directors present.

Issues:
- Concerning jj's question on "not enough push to make it happen": There was
 not enough interest/motivation to finish the steps to get to a release.

Activity:
- 2 GSoC projects ongoing, Christina Pavlopoulou works on extending the

 RESTful API for VXQuery. Both projects have passed the mid-term
 evaluation.
- Some activity triggered by these projects.
- There was some activity towards a release, but it did not result in a

Description:
Apache VXQuery implements a parallel XML Query processor.

Activity:
- 3 GSoC projects ongoing, Riyafa Abdul Hameed and Christina Pavlopoulou are
 working on different aspects of the JSONiq Extension to XQuery and Menaka
 Madushanka is working an integration with Apache Lucene. All projects have
 passed the mid-term evaluation and are progressing well.
- A lot of activity triggered by these projects.
- Apache VXQuery 0.6 was released by the first-time RM Steven Jacobs.

Apache VXQuery implements a parallel XML Query processor.

Activity:
- Increased interest and activity around Google Summer of Code.
- Specifically a lot of interest around the implementation of JSONiq, a JSON
 extension for XQuery.
- Still a lot of activity by some VXQuery committers on the Hyracks and
 Algebricks frameworks (developed in the AsterixDB podling) that are the
 foundation of VXQuery.
- A new release is due - the last one is more than a year old.

Description:
Apache VXQuery implements a parallel XML Query processor.

Activity:
- Activity has slowed down - especially in December. There’s a sizable
 overlap between the committers for VXQuery and the AsterixDB podling
 and a lot of the attention has been focussed on AsterixDB recently.
 However, as some of the work in the AsterixDB podling is on the Hyracks
 and Algebricks frameworks that are the foundation of VXQuery, VXQuery
 also benefits from this work.
- Discussions on the integration with parts of the Hadoop ecosystem
 (HDFS and YARN) still ongoing.
- The paper on VXQuery has been presented by Preston at IEEE Big
 Data 2015 in Santa Clara.

Description:
Apache VXQuery implements a parallel XML Query processor.

Activity:
- After Google Summer of Code ended activity has gone down a bit but is
 still above pre-GSoC levels.
- A lot of the current work/discussions is on the integration with parts of
 the Hadoop ecosystem (HDFS and YARN).
- The paper on VXQuery has been accepted for publication at IEEE Big Data
 2015. The paper will be presented by Preston at the conference in Santa
 Clara in November.

Activity:

 Shivani Mall and Efi Kaltirimidou who are doing great work on VXQuery during
 their Google Summer of Code.

ISSUES

There are no issues that require the board's attention at this time.

STATUS

Apache VXQuery graduated from the incubator in July 2014. The paper that we
reported on was finished but has not been published yet. Apache VXQuery 0.5
was released incorporating the changes that were required for the paper.
Mailing list activity has picked up, mostly due to the release and interest
in Google Summer of Code.

COMMUNITY

All PMC members came in through graduation, all committers are PMC members.
The community is still small. Last committer (Steven Jacobs) was added in
September 2013.

COMMUNITY OBJECTIVES

Continued focus on completing the engine and on growing the community. In the
past Google Summer of Code has helped the project to grow, hopefully this year
will be similar.

Apache VXQuery 0.5 was released on Mar 5, 2015

Apache VXQuery implements a parallel XML Query processor.

ISSUES

There are no issues that require the board's attention at this time.

STATUS

Apache VXQuery graduated from the incubator in July 2014. Feature development in
the last 3 month was slow. Most work went into the paper on performance
evaluation (and comparison with other systems).

COMMUNITY

All PMC members came in through graduation, all committers are PMC members.
The community is still small. Last committer (Steven Jacobs) was added in
September 2013.

COMMUNITY OBJECTIVES

- Continued focus on completing the engine and on growing the community. The
 paper that will hopefully increase the visibility of the project should be
 finished in January.
- Focus on bringing off-list communication back to the mailing list (a number
 of discussions happened off-list and were not brought back).

improvements.

As the first non-incubating release is out we will again focus on completing
the engine and on growing the community. The next planned step towards
growing the community is to publish a paper on Apache VXQuery and thus
hopefully increase the visibility of the project.

Apache VXQuery implements a parallel XML Query processor.

STATUS

Apache VXQuery graduated from the incubator in July.
The first activities as a TLP were mostly around the migration of the
infrastructure (with great support from infra). There is also some
development activity around performance measurements and improvements.

COMMUNITY

All PMC members came in through graduation, all committers are PMC members.
The community is small but active.
Last committer (Steven Jacobs) was added in September 2013.

COMMUNITY OBJECTIVES

After the infrastructure is migrated the next step is to create the first
non-incubating release.

Establish the Apache VXQuery Project

 WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software, for distribution at no charge to
 the public, related to providing an implementation of a
 parallel XML Query processor.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache VXQuery Project",
 be and hereby is established pursuant to Bylaws of the
 Foundation; and be it further

 RESOLVED, that the Apache VXQuery Project be and hereby is
 responsible for the creation and maintenance of software
 related to providing an implementation of a parallel XML
 Query processor; and be it further

 RESOLVED, that the office of "Vice President, VXQuery" be
 and hereby is created, the person holding such office to
 serve at the direction of the Board of Directors as the chair
 of the Apache VXQuery Project, and to have primary responsibility
 for management of the projects within the scope of
 responsibility of the Apache VXQuery Project; and be it further

 RESOLVED, that the persons listed immediately below be and
 hereby are appointed to serve as the initial members of the
 Apache VXQuery Project:

VXQuery has been incubating since 2009-07-06.

 The second release has been released (by a different release manager).
 The PPMC has voted on the composition of the PMC (=committers) and
 the graduation vote is ongoing on the dev-list.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 No.

How has the community developed since the last report?

 No change.

How has the project developed since the last report?

 There has been work on better handling of big XML files and
 greater functional coverage.

A standards compliant parallel XML Query processor.

VXQuery has been incubating since 2009-07-06.

 As stated in the last report, there are no formal issues blocking
 graduation. While not a formal requirement, the current plan is
 (still) to do a second incubator release before graduation (the
 reasons to do this have not changed).

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 No.

How has the community developed since the last report?

 No change.

How has the project developed since the last report?

 There has been a lot of progress
 - improving the performance of the system, and on
 - running VXQuery on a cluster.
 For most tests that we are running now, we see near-linear
 speed-up and scale-up.

 Source code has been moved from svn to git.

 The second (and hopefully last) incubator release is being
 finalized.

A standards compliant parallel XML Query processor.

VXQuery has been incubating since 2009-07-06.

 There are no formal issues blocking graduation. The issue of off-list
 discussions that was identified by the mentors a few month ago has been
 addressed. While off-list discussions are still happening, (intermediate)
 results of those discussions are now regularly brought back to the list.

 While not a formal requirement, the current plan is to do a second
 incubator release before graduation to
 a) release the changes that accumulated while the first release was
    prepared and to
 b) have a release prepared by another RM.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 No.

How has the community developed since the last report?

 Marvin Humphrey agreed to mentor VXQuery and the project now has 3 active
 mentors.

 The first incubating release has been released on Dec 6.

 Progress has been made on

A standards compliant parallel XML Query processor.

VXQuery has been incubating since 2009-07-06.

The most important issue to address in the move towards graduation is
still the first release. The third release candidate is currently up
for vote on vxquery-dev. So far there at 4 positive votes.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

 We are still a little low on mentors, but since Ant Elder has agreed
 to help out, the situation has improved.

How has the community developed since the last report?

 Steven Jacobs has been voted in as a committer.

How has the project developed since the last report?

 Benchmarking data and queries have been added to the project. A
 number of issues discovered when running the benchmark have been fixed.

 Steven contributed an integration with Lucene.

 A new release candidate has been created and is currently being voted on.

 Steven Jacobs has started to contribute to the project as part of his GSoC
 project of integrating Lucene indices into VXQuery.

How has the project developed since the last report?

 Work on a benchmark to evaluate the performance and applicability of a
 parallel XQuery engine has been started. This has triggered further progress
 on the rewriting of queries to increase the level of parallelism for some
 classes of queries.

There has been progress on the rewriting of queries. A larger class of
queries is now correctly translated into plans that can be executed in
parallel on a Hyracks cluster.

report, but they were not completed as the release manager was not able
to work on the release artifacts during November and December.

The VXQuery Project implements a standard compliant XML Query
processor for parallel evaluation.
It has been in incubation since 2009-07-06.

VXQuery was able to maintain the increased level of activity that was
reported in the July report and made significant progress towards completing
the XQuery functionality.

The remaining top issue is a release. Recently the preparations for the
first release have started and they are still ongoing. Release artifacts
should be available and voted on in the next few weeks.

The VXQuery Project implements a standard compliant XML Query
processor for parallel evaluation.
It has been in incubation since 2009-07-06.

VXQuery changed its focus from being a pure library implementation
of XQuery in Java to being an engine for parallel XQuery evaluation.
For the runtime VXQuery now leverages the Hyracks system which is
an Apache-licensed parallel execution engine developed at UCI.

So far the top issues were

 1) low activity
 2) small community
 3) create a release.

The activities on these issues are:

 ad 1)
 Since this change of focus - and the start of a GSoC project with
 this new focus - development activity has picked up significantly.
 This due to both activity of the GSoC student (Preston Carman) and
 of the existing committers.

 ad 2)
 Preston Carman a) has provided good patches for VXQuery and
 b) interacts very well with the existing community.
 Consequently he is a candidate to be the next committer for VXQuery.
 After the initial vote on vxquery-private failed (all committers
 voted +1, but there was no mentor/IPMC member vote), Jukka Zitting
 voted +1. The next step is to finalize the administrative part to
 make Preston a committer.

 Further, there is a plan to publish a  paper to show the projects
 utility and to increase the visibility of the incubation effort.

 ad 3)
 After the change of focus some things work, but not enough to
 build a release that is easily consumable. VXQuery should be
 released before a paper is published to enable readers or the
 paper to run the software.

 - change of the focus of the project (the previous focus was to be
   flexible wrt the representation of the data model, the new focus
   is parallel processing of large amounts of XML data)
 - renewed development activity
 - 2 proposals for GSoC (1 person expressed interest in working on
   VXQuery for GSoC)

Top issues before graduation:

 - Build community

   VXQuery's community is still the initial (very small) community
   The goal of the change of focus to attract more interest in the
   project and to increase the size and diversity of the community

The flood of Hadoop related projects continues with new Incubator projects:

* HMS (now Ambari), a monitoring, administration and lifecycle management
project for Apache Hadoop clusters
* Accumulo, a sorted, distributed key/value store based on Google's
BigTable design, and built on top of Hadoop, Zookeeper, and Thrift

were voted to start Incubation, along with:

* Kalumet, a complete environment manager and deployer including J2EE
environments (application servers, applications, etc), softwares, and
resources.

Other projects under discussion:

* S4 (Simple Scalable Streaming System), a general-purpose, distributed,
scalable, partially fault-tolerant, pluggable platform that allows
programmers to easily develop applications for processing continuous,
unbounded streams of data.

OGNL should be moving to Apache Commons.
